I have broken down all of the current masteries into two categories: unique, interesting masteries and flat bonus masteries.
Unique, interesting masteries:

Why this mastery needs to be more interesting (tldr: it's boring and should be made fun, like Blizzard promised)
Blizzard’s main reasoning behind the recent talent changes was to eliminate the ‘boring’ talents that, for example, only increased damage by x%. The mastery system was supposed to provide each spec with a fun, unique mechanic that would replace some of the boring talents while still providing a damage increase. I feel that Blizzard dropped the ball on this entire system. As you can see, only half of the existing specs got ‘interesting’ mastery mechanisms; the rest still only increase the effectiveness of certain abilities by x%. In the end, all of the masteries provide the exact same amount of increase (in theory), but I think for the amount of money we are all paying them, Blizzard should give
all
specs interesting mechanisms.
Some suggestions for this mastery
-Allows your elemental attacks to apply a dot that deals additional nature damage equal to x% of the original attack.

Question about how this is worded... Does it mean that the Mastery gives you 20% to your Fire/Frost/Nature and then 2.5% per point increase to that, or does it mean the literal of 2.5% damage increase to everything (including white hits)?

only this will get increased dmg from mastery: Fire/Frost/Nature school (it will work for lava lash fire dmg too, but not white hits)

pretty good for enhancement shamans now because they can have more of a benefit from using DW flametongue
but in 4.0.6 they will nerf the damage from flametongue and buff windfury
(windfury doesn't benefit from this mastery)

Question:
Normally the spells have a default damage value and a percentage of attack power or spell power (depending on spell) is added to that default value. That's the damage the attack finally does then.
Which part of this does mastery increase ?
The default damage ? => That would mean it doesn't scale.
The scaling part ? => That would mean the more attack power / spell power we get the more we'll benefit from mastery (it's scaling).
The total amount ? => Scaling and the most evil possibility.
