Coming from someone who's been playing the beta I'm gonna lean towards no. There is a lot broken tuning wise with classes, along with DH's essentially can have permanent meta windows due to double dipping with mastery currently. With tanks essentially being another DPS in dungeon groups that is beating out other DPS overall in some cases. Not having the set bonuses before raid testing is gonna feel awkward too, hopefully they release them before testing fine how much power their going to contribute to classes. Along with giving us a good amount to time.to ensure their working properly, and getting a feel for how their going to work play style and tuning wise..
No, they're not.Feral druid still has not received spec utility; Rebirth/Innervate still not castable in Cat Form, so balance will still be prefered just for utility.Guardian druid has received no updates and is pretty much dead.The druid class tree is a mess.Assassination rogue still has bad talents, NYI abilities, and still are forced to use Slice and Dice and their enrage dispeller in rotation. They're also still incredibly energy starved, more so than Feral.Rogue class tree still forces the iconic Sub-only Shadow Dance on every spec, pretty much ruining the idea of spec fantasy from Legion.And that's just for the specs I play.I'm expecting a lot of adjustment and tuning at the start of the expansion. If your class hasn't gotten decent updates, you might have to wait till later in 10.0 or 10.1 before your class is actually decent.If only all classes got the love Hunter did.
For raid rewards, I don't have a problem with raiders getting tier 1st but would prefer if the item level of gear was more normalized so that the gear was not substantial better than it is for those in M plus in particular as PVP right now can gear exclusively through PVP and while M Plus can in order to achieve the best gear for your class you need to raid. e.g. currently have most of your gear set being 311 rather than max of 304.
Druids definitely are not ready. The class tree is hot garbage no matter what spec you play. Guardian was not touched and needs a lot of love. The other three are better but still have some of the same problems they've had for years. Many talents are dead on arrival because of their position or because there just isn't a niche for them. Several aren't even working yet on the beta. Reading that classes are done and we're moving to balancing was unreal. Remember Ion said we deserve better? Well I'm still waiting.

Well VHD is defo half cooked. Left side of the tree is too op while right side is useless. Literally no reason to talent to the right side which is sad cuz i love fiery brand.
Obviously not that's why they are moving into a heavier focus on tuning, they are shifting focus but they aren't done. People seem to missunderstand what they are acutally doing right now with this shift. Its not them saying they are done its just a shift in focus from placement to balance.
Let's hope they won't make 20 more currencies like they did in SL.
Based on what I've seen so far the expansion can definitely be ready for mid to late November release. Tuning and bug fixes for classes is not something that's gonna take them insane amount of time and that's pretty much the only thing that's left to be done. Some specs may be in need for a deeper talent rework, and while it's possible that they will get it since they didn't say they will completely stop reworking talents, that's not something worth delaying the expansion over. No matter what they do somebody will always be unhappy about something and the best they can do is iterate once the expansion is out and they see how everything plays in practice. Looking forward to new content later this year.
I bet they had a deadline to meet with class/spec trees and it was actually more work than they expected. Now they have to raid test and start tuning, which will leave some classes/specs meh until the first patch or two of DF.
Replying to a bunch of comments I read.The issue with Shadow Dance being available for all specs is weird. More tools is good. When it comes to importance, spec viability > RP/Fantasy.The issue with the DH tree is purely tuning. You can't make M+ gear the same ilvl as mythic raid. It isn't going to happen and it shouldn't happen. I'd be ok with it being closer than it is now though.Druid class tree still needs a little bit of work. But it isn't the worst off. I played a ton of Guardian Druid on the beta this week. While it's true that it hasn't gotten iteration since Alpha, it also isn't in a terrible state. It feels ok to play, and the things that don't feel good are tuning related. It certainly feels better than Prot pally. And the issues with prot pally are not tuning related.The boomy cult successfully drowned Blizzard with their tears and got everything they wanted. I guess grats. Not surprising though. I've seen the random comment about mages being the same as in SL. I'm not sure what you were expecting as a lot of classes aren't much different than SL. Mages did get some rad utility spread around the specs though like greater invis, alter time. That's cool. At the very least you can count on at least 1 spec being completely broken S tier. As that's just how Blizzard does mage.
