So against frozen targets it does 2331 to 2529 damage for one frost rune, with a 30 second cooldown, not counting spell power or crits. That seems kind of ridiculous IMHO

A typical aoe rotation that works very well for burst aoe damage (and threat) is:

Icy touch (to get the frost fever disease up)
Plague strike (to get the blood plague disease up, which isn't necessary for howling blast but its a good idea to use it for blood boil spam and extra damage)
Pestilence (to spread frost fever and blood plague onto more targets)
Deathchill (if you specced for it and have it ready)
Howling Blast
At this point you have used 2 Frost runes, 2 Unholy runes and 1 Bloodrune and have a fair amount of runic power available. Blood strike, Frost strikes, Blood boil etc. are what you can use while waiting to repeat the rotation (depending on the situation)

This ability has had quite a ride since Alpha. It used to do a TON of damage, then it did very, very little, and now it does just about what it should. With almost 2k AP unbuffed it should hit for about 2.3k and crit for almost 4.5k. In 5 mans with average buffs it should hit for 3k and crit for upwards of 7k.

It looks like the talents arent added into the ingame tooltip

still shows 117-127 (level 60 rank) even with all the talents but non-crit damage is about 700 provided frost fever is up

this is one of the main attacks for frost, especially ignoring armor it outdamages obliterate pretty often, especially with multiple targets and Killing Machine procs

Which "spell" is better to use if you have 3/3 Annihilation? Obliterate dmg alot but I've never been frost so I havnt tried this spell yet. Lets say you have "Frost Fever" and "Blood Plague" on the target.

Right now my Howling Blast (Rank 2) is hitting for about 800-1000 non crit. Obliterate (Rank 1) with the Greatsword of the Ebon Blade is hitting for around 550-700ish as a Frost Spec. This of course may change as the weapon gets better, but for now it seems a rotation of IT-PS-HB-BS-BS is the way to go for Frost.

should note a few things about this

-the tooltip does not show changes from talents or AP, you will likely be hitting for about 6x what the tooltip says (like the level 60 one which is 117 to 127 has an average damage of 800 non-crit, and crits for anywhere between 2000 to 2700, depending what debuffs the mob has and if they are below 35% or not)

-the cinderglacier rune works amazing with this as well (chance on hit, increase damage of the next 2 frost or shadow damage abilities by 20%)

-unlike death strike, obliterate, or scourge strike, this has a 20 (30 talented) yard range, as well as a 10yard radius (reason i compare these is they all use the same "1 frost, 1 unholy" rune to use)... it makes sense why they put a 6sec cooldown on it

-this ability works very well with Dual Weilding, first its not a weapon based attack its all AP/debuff based, just need frost fever up for you to do serious damage, and its on the list of abilities affected by Killing Machine, so with good timing and a high crit rate you will see some big spikes in damage

-this is the best move to use deathchill with (auto crit), especially if you just used hungering cold to freeze everything around you, provided you dont have KM proc'ed when you setup that combo

Blizzard really needs to have Post-AP-application in the tooltip, cause people who aren't my spec think I'm crazy when I link this, and go, "oh yeah, it's awesome"... Now I'm having to say "it does about 5-6k crit after all the 'calculations' are done".
This kind of thing is one of many factors as to why Frost is avoided. As you look through blood, you see percentages, and as you look through Unholy, you see special abilities that stand out. There are a very few things in frost that scream, "PICK ME, I'M POWERFUL LIKE THEM!", cept maybe guys who think they'll make use of Hungering Cold.

This spell reminds me a lot of Ice Lance, in that the amount of damage it does can vary greatly depending on circumstances.

Ice lance does triple damage against frozen targets, and Howling Blast does double damage against targets with Frost Fever. Ice Lance crits do extra damage because of Ice Shards, and Howling Blast crits do extra damage because of Guile of Gorefiend.

The cooldown is back, but not shown on the toolbar at the moment on PTR 3.0.8
It has the same cooldown as in patch 3.0.3 - 6seconds.

I just hope it's a bug, that the cooldown is back, because HB w/o cooldown was really a kick-ass abillity which forced me to change my whole talent build.

I think its fixed with 3.0.9. No cooldown on my end. I originally went down in frost for obliterate, and decided "why not" about going down the whole line. Then, I did my normal rotation, but instead of my old Scourge Strike, it was Obliterate. I thought "Holy Crap!" Well, then I tried Howling Blast. /speechless. 2k crits, spammable, and as a 61 DK, I owned a level 71 by just IT>HB, with the occasional DS. Very nice skill. Question: Does this break Hungering Cold? If it does, would it be good just to HB, then HC?

Moved to the bottom of the tree in the 3.1 test realm, swapping positions with hungering cold, also bonus damage on targets with frost fever reduced to 20%. Change isn't final, but Blizzard have stated DW builds have been doing to much damage, so I'd expect the changes to go through.

this is BEAST. i win about 60% of the duels i do against lv 80s. and im lv 78. its because of this spell, it is the strongest spell a dk can use. from my experience lving (may be because most mobs i fight have higher armour) howling blast does around 300 more dmg then run strike and i have around 2300 ap. o gawd.. they r nerfing this. lol im not gonna be very happy after this huge ass nerf

Even tho it looks bad for us, I think Frost spec will still be very powerful, the longer cooldown might give us a more open use for unbreakable armor and obliterate.

Howling Blast: Base damage and scaling doubled. This ability no longer deals bonus damage to targets with Frost Fever. Cooldown increased to 10 sec.

that means hb needs little to no preparation just fire off a deathchill and boom instant damage

guys, wat about impurity ? it gives 25% more spell dmg from ap, and now we have to put 51 talent points on frost to get HB, so it will no longer be buffed by impurity...

Short version:
(1) Dual wielding procs killing machine more often off auto attacks.
(2) Wielding a 2H weapon will proc more off "strikes".
(3) Exactly how that trade off compares depends on your hit, expertise and the speed of your main hand weapon.

Long version:

but really its the same for slow and for fast . . .

if you only wield one weapon. Don't forget that important caveat.

Wield one big nasty 2H weapon you will get very few swings over a minute but a huge proc rate.
Wield one fast little 1H weapon you will have many swings over a minute but a small proc rate.
The result will average 5 procs per minute either way (at Killing Machine rank 5).

However . . .
Wield two weapons and each one will be normalized to 5ppm.

Because you have to hit in order to proc and because there is a huge hit penalty for dual wielding, you probably don't actually end up getting double the number of procs. I mean, theoretically, with enough hit and expertise, you could actually double the ppm dual wielding, but that's a different discussion. The point is, even if you don't get 10ppm, you do get more more than 5ppm off auto attacks dual wielding.

But there's a trade off. Becuase off auto attacks is another important caveat.

That proc rate per hit applies to all weapon based attacks. Auto attacks and special attacks. Whether you wield a 2H weapon or dual wield, you generate runic power at roughly the same rate, runes regenerate the same, Rune Strike procs roughly as often, i.e. you end up with roughly the same number of weapon based instant strikes (Frost Strike, Blood Strike, Plague Strike, Runic Strike).

If you wield a 2H weapon, those strikes will have a higher chance to proc Killing Machine than they would if you dual wield.

The proc rate for those strikes is calculated off your main hand weapon. So if you dual wield, make sure you have a slow weapon in your main hand. It's not too hard to find speed 2.6 one handers and that compares pretty well to 2H weapons that tend right around a 3.5 speed. At 5ppm, speed 2.6 has a 21.7% proc rate and speed 3.5 a 29.2% proc rate each hit.

There are other issues relating to the pros and cons of dual wielding. But those are the issues relevant to proccing Killing Machine to force Howling Blast crits.

In 3.1, this ability got a nice buff. You can glyph Blast so it puts up Frost Fever so you can ignore using Icy Touch (whenever you put up FF, it also procs imp Icy Touch).

Also Rime was changed so that it resets the cooldown (8 seconds).

Hmm, I'd go for a Plague Strike first, to have a disease to boost Icy Touch damage by 10%.

No. The Plague Strike damage increase is only because of the Desecration proc if you're deep Unholy. If you have that, you won't have Howling Blast so your rotation is moot.

I have spent quite a bit of WoW gold retalenting my Frost Spec'ed Tank build and feel I have finally found "THE" build. I have dropped the Annihilation and Rime talents and removed Obliterate from my rotation and replaced it with Death Strike. Doing so has made it allot easier on the healers (no more whining). However I was a bit worried about holding agro. Enter Howling Blast - great for tanking. A necessity for keeping agro on mutiple mobs. With Deathchill preset and Howling blast and Blood Boil on a 8 second rotation I have found them nasties biting at my heals.
I can understand how this is a bit of an issue on single tagets but as for tanking its a gem. As I DW, and Killing Machine procs quite often, I can do 20K+ crit damage on mutiple targets in one pop. Add the Glyph of Howling Blast which instantly refreshes frost fever and the NPCs wanna eat you up.

This is my favorite ability for my Frost DPS DK.

First, with the Glyph, it removes the need for Icy Touch entirely, saving you enough runes to follow this ability with Obliterate, and giving a chance for Rime to proc. That, and it does MUCH more damage than Icy Touch ever can do.

Second, it also removes the need to Pestilence, as the only disease you really need is Frost Fever. Follow up with two Blood Strikes, and finish it off with Frost Strike until you're out of RP, which means Howling Blast will probably be back up.

In the next rotation, you could just use Howling Blast and TWO Obliterates, depending on your RP and how much you have at the time, and just spam Frost Strikes at the end.

Howling Blast, if used right, can allow you to discard weak abilities and focus on only your hard hitting ones.
