Going off of the spell effects listed on the spell, it affects the following factions:

Thorium Brotherhood
Zandalar Tribe (No reputation sources in the game to use, besides the new token added in this event)
The Defilers / The League of Arathor
Argent Dawn
Timbermaw Hold
Wintersaber Trainers
Ravasaur Trainers (Non-existing faction)
Frostwolf Clan / Stormpike Guard
Hydraxian Waterlords
Warsong Outriders / Silverwing Sentinels
Brood of Nozdormu

Notably this effect does not include the reputations required for Insane in the Membrane (Goblin factions, Bloodsail, Ravenholdt, Darkmoon Faire). It also does not include Cenarion Circle, Syndicate, Shen'dralar (though this wouldn't do anything), Magram/Gelkis Centaur clans (this also wouldn't do anything as one quest already gives you Exalted with both), or the original Alliance/Horde race factions.

Factions affected, and brief summary of how to get Exalted for each:

PvP Factions

Alterac Valley epic battleground reputations: Stormpike Guard/Frostwolf Clan
Arathi Basin battleground reputations: The League of Arathor/The Defilers
Warsong Gulch battleground reputations: Silverwing Sentinels/Warsong Outriders

Instance factions

Argent Dawn: Located in Eastern Plaguelands. Reputation from Neutral to Revered from zone quests. Final stretch to Exalted gained from repeatable quests from clearing Stratholme and Scholomance, as well as turning in Invader's Scourgestone and Corruptor's Scourgestone obtained with Empowered Argent Dawn Commission buff.
Thorium Brotherhood: Located in Searing Gorge. Reputation from Neutral to Exalted gained mostly by turning in items found in Blackrock Depths and Molten Core.
Hydraxian Waterlords: Reputation from Neutral to Revered gained from killing trash and bosses in Molten Core, final stretch from Revered to Exalted obtained by killing bosses only, on a weekly lockout.
Brood of Nozdormu: Located in Silithus. Reputation to Neutral earned by killing trash and bosses in Ruins of Ahn'Qiraj and Temple of Ahn'Qiraj. Reputation from Neutral to Exalted earned by killing bosses only, as well as turning in Qiraji Lord's Insignia and Ancient Qiraji Artifact.

Misc factions

Timbermaw Hold: Located in Felwood, gained from quests and killing Winterfall and Deadwood furbolgs.
Zandalar Tribe: Originally located in Northern Stranglethorn, removed in Cataclysm. Can now only be advanced by using Commendation of the Zandalar Tribe.

Useless boosts

Wintersaber Trainers: Alliance-only faction, located in Winterspring. Reward quest They Grow Up So Fast hard-requires 20 days, and instantly awards Exalted upon completion. Commendation of the Wintersaber Trainers does nothing for Horde players.
Ravasaur Trainers: Horde-only faction, doesn't actually exist. Commendation of the Ravasaur Trainers exists but is not obtainable.
