Before going in to the first facility on the left, as the NPC instructed, I flew over to the Flight Point to discover it. Then, the Pheromone buff came off ad all of the NPCs were hostile. So I had to fly back to the Weaver's Lair, abandon the quest, accept the quest again, reapply the pheromones, take the suggested ride back to the Burrows and I was able to turn in the quest.

Picked up this quest today on my Evoker, the Vizier's Personal Swarmite you are meant to take to fly you to the quest location is not interactable.
Have applied the pheromones. Flying yourself to the quest location does not trigger anything adn the quest cannot progress.
Abandoned and retired 4 times. Progress completely blocked by this bug.

Dont mount up and fly over the wall. I was flying to the wrong doorway and was getting kicked out of the city. After you take the quest flying mount and land, you can see the doorway you need to enter at ground level. No need to fly high.

If you get to the first building and Nizrek isn't there, its glitched. You need to drop the quest and restart it. Although it says that using the guided mount is optional, it seems like its required since I used it the second time around and it was fine.

If you can't figure out how to "Apply Pheromones" - Look for a brown egglike thing surrounded by purple fog on the ground to the left of Linny Leadfinger. Walk over to it and an extra action button should show up in the middle of your screen. Use the extra action button to "Apply Pheromones".

In case you can't see the NPC when you arrive:
When I first arrived to the marker, NPC was not located there, People suggest taking the optional flight there but I managed to complete the "Arrive in the Burrows" step by just entering what I assume is the "landing" area at 67.19, 24.94 at which point I could hear the voice line from the NPC which now appeared. Try that, assuming you still have pheromones buff.

If you're in the building/room and there's no Vizier there, try exiting the room.

Fly down over the ledge to your right. That triggered voice line for me, saying I was expected in the facility on the left.

Sure enough, there he was when I went back.

If you keep trying the tower above, he's in the room below. Entering from the NW at about 66.31 30.70.

I had the pheromone buff but was detected anyway by a 'normal' mob, not one with the blue eye over them that indicates they can see you. I think it was my pet that aggravated them . I died after getting throttled by mobs but the buff stayed on.

It was weird as it didn't show when I was at the Widow Arak'nai location, but then it did - so not sure if it was that I walked into the purple fog by Linny.

That said, the "brown egg" was not there initially. When it showed, it was in the same area. It was 55.97, 43.52 - looks like a brown egg with "claw-like spokes." So when you get close to it, you'll see the "vial" icon appear to the 'far' right of it. Once you apply the phermones, then you'll see Vizler's Personal Swarmite which is the flying mount to get to the location - it's optional. Hope that helps:)

If you have the city eradicator's throwing you out, you are too high up. Look at the building beneath that one, near where you landed.

The Portal to Dornogal listed as the quest reward doesn't actually open up until you complete the storyline. The What We Still Have quest also says it rewards the portal, but I didn't see it until after I accepted the Uniting Severed Threads quest, at which point the portal opened up at in The Weaver's Lair (Azj-Kahet) and sent me to Dornogal. The portal back is at in The Fissure (Dornogal).

The Vizier's Personal Swarmite will take you there, it spawns on the platform, where you apply the Pheromones.

Description

We've received an invitation. Or rather, you have, <name>. It's a request to meet with the Vizier. That name rattles even the most wealthy and powerful figures in the City of Threads. Gaining this individual as an ally could seal our victory against Ansurek's horrid little shadow for good. You're to meet them in the Burrows. Use the pheromone dispenser here in my lair to mask yourself enough to enter safely.
