This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Container: The World Tree and the Emerald Dream
Location: Head to the Herbalism greenhouse, one of the outer buildings of the Magus Commerce Exchange. As soon as you step through the doorway, look to your right and you should see a red crate; the books spawns on this crate.
