This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Head over to Tanks for Everything, located on the corner of the Magus Commerce Exchange. Once inside, locate Imindril Spearsong on the lower floor. There are two crates directly behind her with a warglaive on them, the book spawns to the right of this warglaive.
