You get this quest by talking to Gloom'Rel, one of the seven dwarves in Blackrock Depths. He will ask for a tribute so remember to bring:

2 Star Ruby
10 Truesilver Bars
20 Gold Bars

He will tell you to put them in a Spectral Chalice. Don't forget to talk to him again after you have done this.

? so i went and tried to learn to smelt dark iron or at lvl 64 with 216 mining ...guess what he didnt offer option to me to learn and the chalice didnt appear...so im guessing u have to be mining level 230...the lvl needed to mine the dark iron ore.

anyone agree or have comment or did i do something wrong?

The Seven is a group of dwarves. The dwarves come at you one by one (Though they are on a timer, failure to kill one quickly will result in you facing two), and all but one of them play the role of a particular class available to players.

This one plays the part of the arms warrior.

Back in the days of Vanilla WOW I had completed the quest to smelt dark iron ore. I had since dropped mining on that character and picked up Enchanting. After coming in here to solo bossed to farm large brilliant shard I talked to him and he tried to teach me the smelt dark iron ability again. What scared me was after looking at my profession skills my Blacksmithing had been replaced with mining!. I was about to file a GM ticked to try and fix it but though I would try relogging first. After coming back Blacksmithing was restored. If anyone makes the same mistake it can be fixed by logging out and back in again.

MIGHT be Noted:: BEFORE crossing the bridge to the raid, take the Path to the Left, a Fire Eternal is standing RIGHT in front of the black forge needed to smelt dark iron, it looks like a rock with a square on in, and fire in the square, after fishing the quest it took me 15mins to find the forge X_X

Short way to get to The Seven
To get to Gloom'Rel, use the Abandoned Mole Machine. Select, "Just past the Grim Guzzler," and go into the passageway on your right. You should see Ambassador Flamelash. You can ignore him or choose to kill him. Go into the passageway on your left and follow the path into the Mold Foundry. There should be a passageway at the end that leads directly to "The Seven."

Umm...yeah... dumb question. Any way to reset / redo if I kill the 7 before learning smelting from Gloom'rel?

Gloom'rel teaching people to smelt Dark Iron Bars

There is a known issue currently with this-
If your mining skill is 526 or higher, Gloom'rel will not teach you how to smelt Dark Iron Bars after you complete The Spectral Chalice.

It's on it's way to being fixed, and I expect that people who completed the quest can just come back and talk to Gloom'rel again later to learn the smelting, without needing to complete the quest again and spend more materials.

They have fixed this issue. After you turn in the quest, speak with Gloom'rel and he will "Teach you his secrets"

Ok here is a very detailed account of what to do to be able to learn the ability Smelt Dark Iron. I am creating this one detailed as possible because it is annoying to get bits and pieces by reading through several posts to get all of the info needed.
1. Before heading to Blackrock Mountain to go into Blackrock Depths you should gather these items in these amounts for the quest Spectral Chalice.
Gold Bar x20
Truesilver x 10
Star Ruby x 2
2. Next you head to Blackrock Mountain to go into Blackrock Depths.
3. Once inside the instance Blackrock Depths, turn to your right and you will see a bullet like drilling machine(aka digger) sticking out of the ground. When you click on it choose the option "take me just past The Grim Guzzler". When you load back in from taking the digger there is a mob, after the mob you will turn right, go down a flight of stairs, turn right again and bypass Ambassador Flamelash by turning left in his chamber. Follow the little hallway to the Mold Foundry, once in the Mold Foundry you will follow the room around to the right where you will enter the Summoner's Tomb.
4 . You will speak to Gloom'rel which is the second dwarf on the right upon entering the Summoner's Tomb.
5. When you speak to him you will ask him to tell you all his secrets and he will summon the Spectral Chalice to the right of him that will have an exclamation indicating a quest. Pick up the quest and if you have brought the above mentioned items you will be greeted with a lit up question mark signaling you are able to turn it in.
6. Be sure you speak to him again after you have turned in the quest and you will tell him "I have paid the price now tell me your secrets" and he will grant you the ability to smelt Dark Iron.
When you get or if you have already aquired the Dark Iron you wish to smelt, then you can either kill the seven and the door will open. Once you have gone through the door there is a door to your immediate right that leads you to the bridge that takes you to the Molten Core. To the left and just before the bridge is a set of train tracks leading to where you actually smelt the Dark Iron.

It's easy to confuse Doom'rel with Gloom'rel. He's at the right side. I had to run the instance twice to figure it out.

Went to learn smelt dark iron on an alt, had the gold and truesilver bars and the star rubies in my bags. Talked to Gloom'rel, and pressed the speech option, and he just taught me the smelting. No chalice appeared and the items didn't disappear from my bags. (I checked my bank, and nothing had been taken from there either.) Not sure if its a bug, but yay! free :D

I went yesterday to learn the recipe for the first time and from the 20 gold, 10 truesilver and 2 star rubies, he only took the gold. It might be bugged considering someone here got the recipe for free, but it's best to have all the ingredients before heading to BRD just in case.

Overview – The Seven alternate between manifesting fully in the physical realm and returning to their ghostly state becoming Corporeal or Incorporeal. While Corporeal, each member of the Seven inflicts and suffers full damage and has access to more powerful abilities. Anger'rel and Gloom'rel will remain Corporeal through the entire encounter while the third Corporeal member of the Seven changes as the encounter progresses. When a member of the Seven reaches full energy, they will use their most powerful ability.
- Tanks –
  Gloom'rel and Anger'rel will remain [Corporeal] through the entire encounter.
  Anger'rel will charge a distant player and use [Bladestorm] when he reaches full energy.
  Gloom'rel will use [Recklessness] when he reaches full energy.
  Each of the Seven have a deadly ultimate ability they will use when they reach maximum energy. The entire raid must respond to these moments in order to defeat the Seven.
- Damage Dealers –
  Three of the Seven will be [Corporeal] at a time and suffer full damage.
  Seeth'rel's [Blizzard] creates a deadly hazard targeting a random player.
  Vile'rel's [Power Word: Respite] creates an absorb that heals its target while it persists.
  Each of the Seven have a deadly ultimate ability they will use when they reach maximum energy. The entire raid must respond to these moments in order to defeat the Seven.
- Healers –
  Doom'rel will [Banish] a random player when he is [Corporeal].
  Dope'rel's [Smoke Cloud] will interfere with targeting while it persists.
  Hate'rel's [Magma Burn] will become deadly if it stacks too high.
  Each of the Seven have a deadly ultimate ability they will use when they reach maximum energy. The entire raid must respond to these moments in order to defeat the Seven.
Anger'rel
- Sunder Armor – Inflicts 40 Physical damage and increases Physical damage taken by 15% for 30 sec.
- Mortal Strike – Inflicts 60 Physical damage and reduces healing taken by 50% for 6 sec.
- Bladestorm – Charges to an enemy and becomes an unstoppable storm of destructive force,
  inflicting 20 Physical damage every 1 sec for 10 sec to players within 20 yards.
Gloom'rel
- Rend
- Rampage – Unleashes a series of 4 brutal strikes, each inflicting 18 Physical damage.
- Recklessness – Gloom'rel flies into a frenzy, inflicting 100% increased damage for 15 sec.
Doom'rel
- Shadowbolt Volley
- Corporeal – While corporeal, the Seven gain energy over time and are able to use powerful abilities.
  - Banish – Banishes an enemy, preventing any action for 30 sec.
  - Summon Felguard – Summons a Felguard; a powerful melee combatant.
Dope'rel
- Corporeal – While corporeal, the Seven gain energy over time and are able to use powerful abilities.
  - Fan of Knives – Sprays knives at all enemies within 200 yards, inflicting 40 Physical damage.
  - Smoke Bomb – Fills the room with clouds of thick smoke for 6 sec. Players are unable to target into or out of the smoke.
Hate'rel
- Magma Bolt – Hate'rel hurls magma at a player. While Hate'rel is corporeal Magma Bolt applies Magma Burn
- Corporeal – While corporeal, the Seven gain energy over time and are able to use powerful abilities.
  - Magma Burn
  - Summon Fire Elemental – Summons a powerful fire elemental. While the fire elemental is alive, Hate'rel's Magma Bolt targets all players.
    Fire Nova – Inflicts 18 Fire damage and applies Magma Burn to all players.
Seeth'rel
- Blizzard – Ice shards pelt the target area, inflicting 20 Frost damage every 1 sec for 1 min and reducing movement speed by 30%.
- Corporeal – While corporeal, the Seven gain energy over time and are able to use powerful abilities.
  - Bitter Cold – Wreathes all players in rime. After 5 sec, players erupt inflicting 40 Frost damage to all players within 8 yards.
Vile'rel
- Power Word: Respite – Grants a shield absorbing 30 damage. While this shield persists it restores 5 health every 5.2 sec for 30 sec.
- Corporeal – While corporeal, the Seven gain energy over time and are able to use powerful abilities.
  - Terrify – Fears and inflicts 15 Shadow damage to all players within 12 yards of the impact every 1 sec for 6 sec.
  - Mind Torrent – Vile'rel assaults the mind of a player, inflicting 100 Shadow damage every 1 sec for 10 sec. Damage is split between players within 8 yards of the target.
Incorporeal – While incorporeal the Seven inflict 50% reduced damage, suffer 95% reduced damage, and are immune to interrupts.
Shared Health – The Seven share health.
