To access this Cache Puzzle you have to unlock Cachial Understanding from Cypher Console.
You will spend 1x Pocopoc Energy from Summon Pocopoc.
After active the cache you have to solve a puzzle.
Rewards: Cyphers of the First Ones.
If you're having trouble to reach any treasure you can use Door of Shadows or Dimensional Translators.

This cypher seems simple but can confound the distracted mind.
As with other cyphers, the goal is to turn off all lights in the grid.
Activating any cell in the grid will toggle it from off to on, or on to off. The cells immediately above, below, and to the left and right of the activated cell will also toggle in the same way.

There's actually a 'helper addon', that works on all 3 kinds of puzzles (Cantaric, Mezzonic and Fugueal): Zereth Mortis Puzzle Helper available on curse.

Cantaric one is the easiest, IMO, since you have to finish it with 7 clicks on either left or bottom runes. My strat is to count on both sides which of the 'empty/filled' runes I'll have to click and go for it.
Mezzonic can be one of the slowest to complete, but definitely the Fugueal one seems to be currently the 'hardest'. The addon at least might serve as a learning tool, then you might see fit to use it or not, in the future.

Edit: There are at least 2 more kind of puzzles, reminiscent of those of nazjatar, the line untying and the Bejeweled, that I found easy to complete manually anyway.

The Mezzonic Cache is based on a game called Lights Out. You can find these caches in Zereth Mortis as part of a world quest or on their own.

In order to access these caches you will need to unlock Cachial Understanding from the Cypher Console. Doing so will activate the Fugueal Cache, Glissandian Cache, Cantaric Cache, Mezzonic Cache, and Toccatian Cache Caches. In order to start one of these puzzles you will need to ask Pocopoc to activate it using 2 Pocopoc Energy (or use 9 Pocopoc Energy to immediately solve).

In lights out (or, in our case, Mezzonic Cache), any square you click on will turn that square and the squares directly above, below, and to the sides to the opposite (on to off, and vice verse).

One very easy way to solve any layout is a technique is called "Chase the Lights".

Starting with the top row, click the square directly below any square that is "on".

Example if the first two rows looked like this:
o= lit, x = dark
0 0 x x 0
0 0 0 0 0

0 = lit, x = dark, # = click - = don't click alone
you would click
0 0 x x 0
# # - - #

Do the same with the next row, and so on to the bottom.

If you are lucky, you will be able to solve the board in one pass.

If you need a second pass you will need to click the following squares on the top row based on the bottom row (go left to right).

Skip unlit squares!

First square lit: Square 4 then 5
Second square lit: Square 2 then square 5
Third square lit: Square 4
Fourth square lit: Ignore
Fifth square lit: Ignore

You know you did it right when the first and last row match.

Repeat technique of clicking on the square below the one that is lit.

I recommend yatima's method (link).

This is a two-phase fight: phase 1 is the "downward sweep", and phase 2 is "build a new top row".

When you encounter Mezzonic Caches out in Zeredith Mortis, you'll get random puzzles. You may find you can't solve some puzzles working from the top down ("downward sweep"). Try using an "upward sweep", working from the bottom up, using yatima's approach in reverse. I found the following worked:

Start in the second to bottom row, clicking only on a square that is above a patterned square.
If you end up with leftover squares in the top row, rebuild the bottom row. At this point the bottom row is empty. Click on tiles in the bottom row that will put patterned tiles in the same arrangement as the leftover tiles in the top row. Now do an "upward sweep". Place your cursor in the second to last row and only click on a tile that is above a patterned tile. Continue clearing tiles upward.

This clears the puzzle from the top down.

Start in the second row from the top, clicking only on a square that is below a patterned square.
If you end up with leftover squares in the bottom row, rebuild the top row. At this point the top row is empty. Click on tiles in the top row that will put patterned tiles in the same arrangement as the leftover tiles in the bottom row.
Now do another "downward sweep". Place your cursor in the second row from the top and only click on a tile that is below a patterned tile. Continue clearing tiles downward.
