This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Head over to Curiosities & Moore, one of the inner-buildings of the central ring. Once inside, you should see a bookcase on the left just before the counter. The book spawns on the right of the third shelf from the bottom.
