Same issue here, but the "Seeds of Evil" quest came available directly after I finished the Khaz Algar story line.

I could not see the quest either, while i was trying to do all quest in each zone before moving to the next zone.
(to get the Sojourner achie before moving to the next zone..it annoyed me a lot that i could not get the "Lost in the Darkeness" for " Sojourner of Hallowfall" before moving to Azj-Kahet.)

I explicitly verified just before and just after the completion of the Khaz Algar story line (When you also get your world quests etc) > I moved directly to Hallowfall and Aliya had the "Seeds of Evil" quest available.

Probably a bug

You need to get World Quests ability by doing 6 more for "Sojourner of Azxj-Kahet" achievment before this will open the quest line.

Bad design of achievments wasting my time trying to double guess what I was doing wrong. I leveled one of my tanks to find this out.
