How do I get the ilvl 584 neckless?

Pick up Richiamo della Luce from Auralia Sfregiacciaio the quatermaster in Mereldar, Hallowfall. (can be done before lvl 80).

Okay, so after 3 days of losing my $%^& around the Empowered Tinderbox quests from Hallowfall renown 11, i have found the solution.
If you don't have it anywhere on the map, go to Speaker Kuldas in Gundargaz and do all his quests

In the end, if you have the first tinderbox, he will give you the quest for the other one
