Can confirm you *do not* receive this transmog for complete Tour of Duty - Emerald Dream. I completed the achievement today, 11.10.23, on my monk Intol-Skywall (US) and did *not* receive the mog.

For those interested, here is a list of all Emerald Dream tree crescents. (That's the best name I can come up with for these back transmogs.)

Mezzaluna dell'Acchiappasogni - Green and blue
Tiara dell'Albero Madre - Green and yellow
Stemma del Guardafiamme Ribollente - Black and orange (Current page)
Ornamento Ocra del Boschetto - Brown and orange
Ornamento dell'Arboscello del Gelo - White and blue

These all drop from the final boss Verlann Spaccalegna from the world event Superblooms. (See info here.) Thankfully Verlann's loot doesn't seem to be affected by the 'rarity' of the bloom, so you'll likely always have the same chance no matter what. Additionally it appears you can loot her multiple times a day, or at least multiple times a week.
