In Hallowfall, right click on the Arathi Captives and the Murkfin Depthstalker will spawn. These are what drop the Murkfin Lure.

For this item to drop YOU MUST click the arathi and be ambushed. I killed ~40 of these without doing that and no drop clicked the arathi and had the mentioned 53% rate

I saw a few comments arguing against the reported 40-50% drop rate so I thought I'd keep track of how many kills it took for me to get each item required to create the toy.

Appât sans-soleil - 7 kills (14.2% chance)
Appât à bourbailerons - 2 kills (50% chance)
Brille-nageoire affame - 2 kills (50% chance)
Nécrobâton aileron-enragé - 3 kills (33.3% chance)

So, overall, I'd say the drop rate is pretty accurate, but as with anything else, it's possible to get struck with a boatload of bad luck.
