Does it make items 'better' (higher iLevel) does it use less materials? what specifically does it do.

It does not go away when you're offline and affects only blacksmithing

If you CAN NOT craft the Ignition semperardente then you probably have to many Ignition semperardente in your inventory. They are for some reason unique capped at 10. Took atleast me a while to realize. Lol! xD
