How do I get the ilvl 584 neckless?

Pick up L’Appel de la Lumière from Auralia Heurtacier the quatermaster in Mereldar, Hallowfall. (can be done before lvl 80).
Sends you to Keyrra Forteflamme, pick up Les personnes tombées au champ d’honneur (lvl 80 needed), next Des efforts récompensés (talk to the same npc), gives the 471 version of the item Poudrière renforcée.

Next step, you need renown 11 with Hallowfall Arathi

Okay, so after 3 days of losing my $%^& around the Empowered Tinderbox quests from Hallowfall renown 11, i have found the solution.
If you don't have it anywhere on the map, go to Speaker Kuldas in Gundargaz and do all his quests
