Capitana Oathmyt is the host of the Hallowfall Fishing Derby, so she will only be available on Saturdays while the event is active for 24 hours.
/way #2215 44.22 61.59 Captain OathmytShe's a trainer for Pesca de Khaz Algar, the Marca de la competición de Mereldar vendor, and gives the quests for the Hallowfall Fishing Derby that will reward 25x Marca de la competición de Mereldar when turned in.

Every Saturday, Capitana Oathmyt offers players one of these five quests that will reward 25x Marca de la competición de Mereldar for completing and turning it in that day:

This means, for the completion of a quest you should focus on getting the three required ones by fishing in the zones & pools mentioned in the following table or your Fishing Journal (when the character caught one of them before), but it's not urgent to turn in the quest, you have the full Saturday to do that.

Tied to the Hallowfall Fishing Derby event, we have the Peces a raudales achievement with the Kah, Leyenda de las Zonas profundas reward... something you can use the remaining time of your Batidor de competición on when you got all the required Trophy Fish for your Fishing Derby quest.
Basically, you travel around and try to catch every fish once and turn in your Derby Quest (at least once) while the buff is active.
While most catches are straight forward, Celacanto despierto not only needs a very high Fishing skill, but also some preparation. Please read the comments there, it would only bloat this one more and they did a good job explaining it.
There's no guarantee that they will never change that, but right now, activities for this achievement don't have to happen in a single attempt on the same day. The progress will not reset, so you can continue with some missing fish on another Saturday.

One of the major reasons to do the Fishing Derby is to acquire the special Marca de la competición de Mereldar currency that is required to purchase items from Capitana Oathmyt.

One week before Early Access, we finally saw a reward for the Fishing Derby quests, your character will now get 25x Marca de la competición de Mereldar. The quest will be shared to all character of your Warband, so you can only get this once per week.
For every unique fish caught with the Batidor de competición buff active, you will also receive 1x Marca de la competición de Mereldar, so up to 20 per week.
While the actual currency Marca de la competición de Mereldar can only be acquired on Saturdays, Tesoro de corredor descuidado can be fished in Khaz Algar waters all the time and then be turned into the currency. But don't use them immediately, keep in mind that you can put them into your Warband bank to use them on characters without the currency to unlock the currency transfer (e.g. for recipe purchases).

Fishing Derby quests are shared between characters of your Warband, but that is not happening for Batidor de competición. This buff will only be applied to the first character accepting the quest. This is pointless because it is mandatory to get credit for Trophy Fish, loot currency on unique catches, and progress on the achievement.
During Beta and on the second weekend on Retail, some characters never got the Batidor de competición buff, which excluded them from the event. This seems to be fixed by now.
Originally, abandoning the Fishing Derby quest revealed a probably unintended way to use an army of alts to get more of the currency or ignore the 60-minute timer for the achievement. With the Derby Marks for unique catches being character-specific, you could accept the quest on one character, go for as many unique fishes to collect up to 20 Derby Marks. Then you abandonded the quest, switched to your next character, rinse, and repeat. This has been fixed, only your first character accepting the quest will get the buff!

In general, you only get ONE CHANCE at this quest per week per account and you have an exact 1 hour time window to complete this quest. Disbanding or and picking it back up or logging over to an alt does not work. The quest has a 1 hour time indicator and you get a buff called Batidor de competición.

For each unique fish out of the 20 available you catch out of the while this buff is up you gain 1x Marca de la competición de Mereldar, and if you caught all 20 (in 1 week or spanning over multiple weeks) you get the achievement Peces a raudales and the mount Kah, Leyenda de las Zonas profundas. For completing the quest you gain 25x Marca de la competición de Mereldar.

General tips and notes:

I recommend going for Tiburón de arrabal kaheti first. You're most likely to get a Tiburón de arrabal kaheti from a Sangre en el agua with high enough fishing and perception (say around 225+ / 200+ respectively). Sangre en el agua is a highly contended pool which can only be found from Inland Rivers in Hallowfall. You could chance your luck and fly out to Azj-Kahet in search for Banco de tiburones de arrabal, but they have a really low spawn rate in my experience. You're better off server hopping to keep searching for Sangre en el agua.

For the other two fishes I recommend flying to Isle of Dorne, while they can technically be fished from open waters, you're most likely to find them in pools. Leucisco holgazán drops from an assortment of pools, but you're most likely to find it from a Onda calmada, whilst still a bit rare. Do be on the lookout for Charco de putrefacción purulenta though as it has a higher chance to be fished up from those!

Lucio de Dorn is only found from Onda calmada although a bit rare especially at lower fishing levels. I would recommend purchasing a Cebo de lucio de Dorn beforehand to guarantee you'll get it.

Upon accepting the quest you receive the Derby Dash Buff.
You can ONLY get the trophy fish credit while having the Derby Dash buff, even if you still have the quest.
You can only get the Derby Dash buff once per character, per week.
The quest itself it marked as daily, not weekly, so if you complete it Saturday and grab it again Sunday, you can't complete as you don't get the Derby Dash buff again for that week.

I hope this clears up some confusion for people.

I completed this quest today in the morning, and just now got it for pickup again, with the timer and all, but no buff this time, so it might be a bug that it let me pick it twice the same day

Once you've caught the required fish, there is no rush to return to the NPC; you can turn in the quest after the 1-hour buff has expired. This means you can maximise farming Derby Marks until the very end of the buff.

I completed this rather quickly with 80-90 fishing skill so you don't need to have that high of skill to catch the quest fish.

Don't make the same mistake I made and assume the event would last until the daily reset, I picked up the quest shortly before midnight, was lucky and caught the 3 fish within 5 minutes, however when I returned to the questgiver a couple of minutes past midnight it had despawned.
