Analysis on the PvP Gearing Changes in Patch 9.1

PvP Gear is changing in Patch 9.1 and in this article we're going over the changes, going over the history of PvP gear, and giving our thoughts on the upcoming changes to PvP gear!
Please note - this piece was initially sent out with an error. It has since been edited to reflect the author's original intent, showing that PvP gear was the best for PvP in MoP and WoD, and will be the best for PvP in Shadowlands Patch 9.1.

PvP Gearing Changes in Patch 9.1
Shadowlands Patch 9.1 introduces an item level scaling system for Honor and Conquest gear. This means that when you enter PvP, your PvP gear will actually be a little stronger - 13 item levels stronger!
When you zone into a PvP instance or engage in combat with another player, your gear will scale up automatically. This works very similarly to how Warlords of Draenor PvP gear functioned. This system was actually in place during the Shadowlands Beta and worked very well.
There is a trade-off, however.
The gear will be slightly weaker outside of PvP when compared to how the Mythic Raiding and Keystone rewards are tuned right now. PvP gear is going to be 6 item levels lower than equivalent gear from M+ and Raiding while disengaged from PvP. Here is exactly how it’s going to work in Shadowlands Patch 9.1:

Note: as of May 9th, 2021, Elite PvP Weapons will now scale to a maximum item level of 233 instead of the earlier planned 240.
The key takeaways here are:
All PvP gear will be stronger while in PvP, and slightly weaker outside of PvP.
The Duelist PvP rewards will now scale to Mythic Raid end boss item level loot in PvP.
The Elite PvP weapons will no longer need to be upgraded with Honor immediately.
This is excellent news if you’re a PvP-only player! It will also help those who are still grinding out their gear set. The power gap in PvP for those using PvP gear has been narrowed across the board with this change. It’s done completely differently than the damage scaling system we had in Battle for Azeroth and the mechanics are transparent this time, so we shouldn’t see the bug abuse we saw with the old system.
PvP gearing has always been a hot topic and Blizzard has tried many different approaches over the years. This scaling system worked very well during the Shadowlands Beta and I was disappointed that live didn’t launch with the gear scaling in place, so I'm very happy to see it make its way onto live servers with Patch 9.1.

Thoughts on the Changes
This isn’t to say Shadowlands 9.1 is going to be perfect; gear is still going to require grinding a lot of Honor, there will still be a big power gap between ranks of PvP gear, and there may still be a very small advantage gained for some specializations that benefit greatly from some of the different secondary stat distributions available from M+ and Raid gear. We are still subject to the Great Vault RNG determining how quickly we will gear up, which will end up giving some players an early season advantage. Almost every expansion had something like this from the Vault of Archavon in Wrath of the Lich King to your weekly chests in Battle for Azeroth, so I don't expect that to change anytime soon.
All of that being said, Shadowlands 9.0 was a huge improvement over Battle for Azeroth PvP gearing and Patch 9.1 is another step in the right direction. PvP gearing is the best it has been in years, and this indicates that Blizzard has been listening to the community in this regard.
