Kill Dustbelcher Ogre's in Badlands until "Primitive Drawing" drops which starts "Terror of the Desert Skies". Turn in at Hemet Nesinwary in STV.
Then you need to capture a critter (any critter) in a cage that Hemet Nesingwary gives to you. You then use the critter as bait for "Gharrik" in the Badlands. The birds nest is located 22, 67 in Badlands and the quest mob is Level 40. Gharrik will drop the quest item "Crimson Trophy Quill".
Then return Gharrik's "Crimson Trophy Quill" to Hemet Nesingwary for the Rune of Expose Weakness.

You cannot use the empty cage to cage a Ram or Sheep, which are considered critters!

I was able to solo this at lvl 34 w/new lvl 33 cat.
Took a few deaths getting thru the "wall" of mobs to get to the ogres, which have a VERY slow respawn rate.
The final mob is a lvl 40 bird. Engineering ftw. Popped target dummy + mech dragonling. Easy kill.

How to obtain Rune of Expose Weakness:

1. Travel to 52X 65Y in Badlands

2. Kill Stonevault Troggs & Dustbelcher Ogres until you drop Primitive Drawing and use it to obtain the Terror of the Desert Skies quest
Example:
Stonevault Bonesnapper
Dustbelcher Brute

3. Travel to 35X 10Y in Stranglethorn Vale

4. Speak to Hemet Nesingwary to turn in Terror of the Desert Skies and pick up Terror of the Desert Skies

5. Use the Empty Bait Cage to capture any critter
You can travel to 45X 19Y in Stranglethorn Vale and pick up Arbor Tarantula from a tree stump

6. With Trapped Critter travel to 25X 62Y in Badlands
Follow the path into the mountain until you encounter a Large Nest
Click on the Large Nest to use Trapped Critter and summon Gharrik
Kill Gharrik and loot Crimson Trophy Quill

7. Travel back to Stranglethorn Vale at 35X 10Y and speak to Hemet Nesingwary to finish Terror of the Desert Skies and receive the Rune of Expose Weakness that will provide you with Expose Weakness

If you forgot to get critter before going badlands there is fire beetles in searing gorge

1. Head to Badlands and defeat Dustbelch Ogre until they drop a Primitive Drawing.
-This will allow you to pick up the quest Terror of the Desert Skies

2. Head to Hemet Nesingwary in Stranglethron Vale
-He has a camp North of the main road and South of the river in far North Strangelthron Vale.

3. Capture a critter using the Empty Bait Crate
-You can capture pretty much any critter from any zone.
-Do this before going back to Badlands, as critters are hard to find there.

4. Head back to Badlands and go the the Peaks / Plateaus in Southwest Badlands
-Northeast of Dustbelch Grotto, the nearest mountain structure on the map

5. Climb up between the two peaks and find Large Nest
-Right click nest to make Gharrik (40 non-elite) apear and attack you.

6. Defeat Gharrik and loot Crimsin Trophy Quill.

7. Return to Hemet Nesingwary in STV and give him the Crimson Trophy Quill.
-You will receive Rune of Expose Weakness
