The Scrolls seem to be split into two tiers (as of pre-Phase 2):
Tier 1:
Schriftrolle: CWAL (operation CWAL)
Schriftrolle: CHAP BALK WELLES (black sheep wall)
Schriftrolle: UNTERPING SONSTWEM (power overwhelming)
Schriftrolle: KWYJIBO (?)

Tier 2:
Schriftrolle: OMIT KESA (?)
Schriftrolle: VOCE WELL (there is no cow level)
Schriftrolle: WUBBA WUBBA (?)
Schriftrolle: STHENIC LUNATE (?)

All of these scrolls can be deciphered by using a Verständnisamulett, which can be bought at any reagent vendor for 7s.
Phase 1:
The first tier can be deciphered into Rolle der Willenskraft, Rolle der Intelligenz, Rolle der Ausdauer, Rolle des Schutzes, Rolle der Stärke, Rolle der Beweglichkeit, or rarely Schriftrolle der Reintegration.
The second tier can be deciphered into Schriftrolle der Reintegration, Rolle der Willenskraft II, Rolle des Schutzes II, or rarely Schriftrolle der arkanen Erholung I, Schriftrolle der arkanen Präzision I, Schriftrolle des Arkanschutzes - Feuer I, Schriftrolle des Arkanschutzes - Frost I, or Schriftrolle der arkanen Macht I.
Pre-Phase 2:
The deciphering tables seem to have been updated.
Opening a bunch of tier 1 scrolls, I got a bunch of Schriftrolle der geringeren Hervorrufung. I also got a Schriftrolle des Verständnis.
Opening some tier 2 scrolls, I got one of the Schriftrolle der geringeren Hervorrufung, a few Schriftrolle des Verständniss, some Schriftrolle der Verwandlung: Seltsame Melones, and some Schriftrolle des Schwellenübergangss.
The rest of the tables from Phase 1 still seem to be possible, but less likely. I only opened a few stat scrolls.
This is extremely preliminary testing with a small number of scrolls prior to the full release of Phase 2.

Note: 4 of them seem to be references to specific cheat codes from SC 1, noted above in parentheses.

I found this scroll in Tirisfal Glades off a Rattlecage Soldier at 45,40 after about 15 to 20 of them.
