It appears that this quest is linked with Hero's Call/Warchief's Command: Uldum! If you have already done that breadcrumb, this one will not be available, since it leads to the same zone-unlocking escort quest.

You don't get a portal to Uldam with Hero's Call either at the time of this post (even though the quest text implies you do).

The portal to Uldum opens once you have completed Escape From the Lost City.

IMPORTANT INFO:

If you complete /짐마차가 떠나기 전에 and DO NOT take 눈먼 돈 you would be still able to take 영웅의 부름: 울둠!/대족장의 명령: 울둠!. However I havn't tested it the other way around. A pretty unusual behavior of breadcumb quests, wish all quests were like those :<

As far as I can tell the swiftest way to get to the caravan is by buying (Or creating, if you are a Mage) a portal to Dalaran and then taking the portal to the Caverns of Time which is located in the Violet Citadel.
