You can only see these ghosts when you are dead yourself.
However, you can spot where the ghosts are while alive; you will see blue-green pixie dust clouds moving across the ground where they walk.

When you talk to the ghosts, they will tell you a little about their life and deaths.

Also make sure to note the creepy tree with cages in the woods behind the Faire, as well as the strange cooking lady trying to sell you some.. suspicious dishes.

Neither Martha Weller, nor any of the other ghostly npc's on the Darkmoon island, can be seen or interacted with using Extra-Dimensional Ghost Revealer. Only in the bliss of sweet death's embrace. This implies that they have been deceased for quite a while.
