I can confirm that it does proc from ranged attacks. Its on my hunter now, and man is it sweet. Definitely a BiS for hunters.

Just downed Spine of Deathwing in a pug yesterday and got this trinket on my first kill. Most definitely pre-heroic BiS for my rogue. Heck, it's even better than most heroic trinkets!

Simulations done on EJ forums report the following EP values for trinkets for T13-geared combat rogues:
Wrath of Unchaining: 2754.22
Wrath of Unchaining: 2529.19
Starcatcher Compass: 2482.04
Vial of Shadows: 2421.90
Wrath of Unchaining: 2237.94
Matrix Restabilizer: 2230.87
Starcatcher Compass: 2205.46
Vial of Shadows: 2145.50

Obviously these values may vary a bit if you aren't T13-geared just yet, but at least it's clear that this is one of the best trinkets available to rogues.
