This should be like the Trophy of the Crusade, except that now it is class specific and has both heroic and normal versions. Presumably the normal version, dropped by the bosses from ICC on Normal Difficulty, will be turned into level 264 tier 10 items, while the heroic version, dropped by the bosses of ICC on Heroic Difficulty, represents the level 277 tier 10. The level 251 will be bought with just Emblems of Frost. But this is just an educated guess, based on the previous patch, anyway.

T10 (level 251) will cost:
Head: 95 emblems of frost
Shoulders: 60 emblems of frost
Chest: 95 emblems of frost
Gloves: 60 emblems of frost
Pants: 95 emblems of frost

Upgrading to T10.25 (level 264) will cost you for each part 1 Conqueror's/Vanquisher's/Protector's Mark of Sanctification and your T10 piece of the same slot.

Upgrading to T10.5 (level 277) will cost you for each part the heroic version of the Conqueror's/Vanquisher's/Protector's Mark of Sanctification and your T10.25 piece of the same slot.

According to the Armory, this item drops from

Professor Putricide (Heroic, 25m)
Sindragosa (Heroic, 25m)
Blood-Queen Lana'thel (Heroic, 25m)
Deathbringer Saurfang (Heroic, 25m)

It will also most likely drop from the Lich King (Heroic, 25m). However, his loot table has not appeared on the armory yet, because he has not been killed yet!

I wouldn't compare this to Trophy of the Crusade. I would much rather compare it to Regalia of the Grand Conqueror (and equivalents).

...is used to buy the Heroic, highest version of tier
...only drops on the Heroic 25-player version of the raid / encounter
...doesn't drop from all bosses

The non-heroic version, Conqueror's Mark of Sanctification, is somewhat compareable to Trophy of the Crusade. But only in the meaning that it's used to buy the middle tier and that it drops on normal 25 mode. It still doesn't drop from all bosses, it still doesn't drop from Heroic 10-man and it's still class specific.

From the was it's understood so far I see these final mark's as a terrible inconvenience.

If you don't happen to get a Sanctified (264) piece before you get to heroics you then are virtually stuck with that piece forever unless your guild really wants to kill non-heroic bosses again and hope that the right mark drops.

Terrible design on Blizzard's part IMO.

Hopefully you can go from 251 -> 277, and if so I will delete this comment, but that was a huge lapse in thinking on Blizzard's part.

Got my first piece of 277 tier today, I'm very disappointed that only 1 Heroic Mark drops per end wing boss. Four piece 277 Sanc is a ways away no matter how fast we kill the end wing bosses.

I apologize for the lengthy comment, but I have encountered many people who started playing in Cata that are greatly confused on how to redeem these tokens.

First things first, Paladins can turn these in to Horace Hunderland in Tanks for Everything by the North Bank in Dalaran (46, 27), and Warlocks and Priests can turn them in to Reuben Lauren in the Threads of Fate (43, 48), directly across from the entrance to the Silver Enclave.

You must own the equivalent item of 264 gear to trade in for anything they sell (they can also be turned in inside ICC, but going to Dalaran skips the step of inviting someone and converting to raid).

Level 264 items are obtained by turning in Conqueror's Mark of Sanctification along with the equivalent 251 item, and the 251 items are obtained with Justice Points.

For example, to obtain Sanctified Lightsworn Shoulderguards, you must first purchase Lightsworn Shoulderguards with Justice Points, then acquire Conqueror's Mark of Sanctification and turn it in with Lightsworn Shoulderguards to get Sanctified Lightsworn Shoulderguards, then acquire Conqueror's Mark of Sanctification and turn that in with Sanctified Lightsworn Shoulderguards to finally get Sanctified Lightsworn Shoulderguards.

In short: Lightsworn Shoulderguards with Justice Points --> Lightsworn Shoulderguards + Conqueror's Mark of Sanctification --> Sanctified Lightsworn Shoulderguards --> Sanctified Lightsworn Shoulderguards + Conqueror's Mark of Sanctification --> Sanctified Lightsworn Shoulderguards.
