I have broken down all of the current masteries into two categories: unique, interesting masteries and flat bonus masteries.
Unique, interesting masteries:

Why this mastery needs to be more interesting (tldr: it's boring and should be made fun, like Blizzard promised)
Blizzard’s main reasoning behind the recent talent changes was to eliminate the ‘boring’ talents that, for example, only increased damage by x%. The mastery system was supposed to provide each spec with a fun, unique mechanic that would replace some of the boring talents while still providing a damage increase. I feel that Blizzard dropped the ball on this entire system. As you can see, only half of the existing specs got ‘interesting’ mastery mechanisms; the rest still only increase the effectiveness of certain abilities by x%. In the end, all of the masteries provide the exact same amount of increase (in theory), but I think for the amount of money we are all paying them, Blizzard should give
all
specs interesting mechanisms.
Some suggestions for this mastery
-Increases the damage you deal per stack of holy power active on you.

Your autoattacks have a 8% chance to grant Hand of Light, causing your next Holy Power ability to consume no Holy Power and to cast as if 3 Holy Power were consumed. Each point of Mastery increases the chance by an additional 1%.
i hope the mastery stays like this because it pretty cool. They might change the % though. More of a reason to stack haste since this is based of auto attacks.

This will get changed in patch 4.0.6 ( or around this time )
It will now give extra holy damage to Templar's Verdict, Crusader Strike, and Divine Storm, while the more mastery you have, the greater percent of said abilites will be added as holy damage.
The only "3 free holy power" proc will be moved to the Divine Purpose talent, to a static 15% chance to proc.

Patch 4.0.6
: The chance for applicable abilities to generate Holy Power has been reduced to 7/15%, down from 20/40%, but instead of generating 1 Holy Power, the next applicable ability used consumes no Holy Power and acts as if the paladin has 3 Holy Power.
(Mastery): A percentage of the damage done by Templar's Verdict, Crusader Strike, and Divine Storm is done as additional Holy damage.
The new Mastery may make Mastery rating more worth while for Ret paladins.
One thing to investigate is how the % as holy damage is done.
<All examples use 20% Base Mastery.>
Example A1:
Templar's Verdict hits for 10,000 physical damage and 2,000 holy damage.
Example B1:
Templar's Verdict hits for 10,000 damage. 8,000 physical damage and 2,000 holy damage.
Also, whether the holy damage is affected by armor
(see below)

Example A2:
Templar's Verdict hits for 8,000 physical damage (2,000 mitigated) and 1,600 holy damage.
Example B2:
Templar's Verdict hits for 8,000 physical damage (2,000 mitigated) and 2,000 holy damage.
The text says 'As additional Holy damage'. Which leads me to believe that it will work as in example A1 and A2.

I'm slightly confused with the 4.0.6 changes to Divine purpose. Does it exactly mean that the next ability that "could" generate holy power now instead acts as it now has full holy power and also consumes none as well? If this is true, I guess pally dps is getting a nice buff.
As for the changes continued onto what hand of light is going to be in 4.0.6, i'm not liking it. they just gave us something fairly boring. Although it could translate into better damage all around, I think they shoulda did something more interesting in my opinion.

The way Divine Purpose and our Mastery Hand Of Light is now works well, the more Mastery the better as before Mastery use to make Paladin DPS either very high or random and unpredictable. keeping Inquisition will be a priority now for Retribution Paladins as now our 3 strikes will deal Holy damage, it'll take some getting used to but I am hoping for a DPS improvement, I am not happy that I have gear that makes me ready to try out the raids and when doing damage in Heroics I am either doing only around 5k to 11k, that was my average in Wrath, thats not good.

The new mastery seems great to me. I am in mostly PvP gear and was doing 15-16k dps in heroics. I have 32% mastery. TV hit a 60k on a trash mob in HoO. It was pretty smooth.

Yes it is, anything that deals "Holy" damage is affected by Inquisition, keep Inquisition up not only increases your overall DPS, but with more Mastery the more Holy damage you'll be doing.

The new mastery is great. The harder you hit with your Cs Ds and TV, the harder the mastery hits. And, ofcourse, inquisition adds benefit to the mastery damage aswell. I am currently going for Str>Mastery>haste>crit, seems to be working out.

Will CS, DS, and TV crits affect HoL as well? Say, TV hits for 10k and deals 2k additional holy dmg due to HoL (assuming 20% mastery). If it crits for 20k, will HoL deal twice the holy dmg as well? 20% of 20k = 4k?

Hand of Light damage is linear to the damage caused from CS, TV, and DS.
What this means, is that it is not affected by damage modifier buffs/debuffs like Avenging Wrath or Cursr of Elements-- The only thing that affects Hand of Light damage is Inquisition. This is to prevent "double dipping" from modifier damage boosts (or in the case of Divine Shield, reductions).
Hand of Light cannot crit, and cannot be resisted/dodged/parried/miss.

Hand of Light just crit me for 23k........ im a disc priest with 4.3k resi. i was curious as to what Hand of Light actually was because it crit me pretty high after a 38k TV crit... perfectly balanced :P

not sure how high you can get your mastery (like dealing 100% additional damage) but a paladin in a dungeon hit 90k with this hand of light...
