Note that this does NOT proc off of chill effects (like frostbite). It procs from all frost damage spells, which includes Ice Lance.
And it has now been changed to basically being a "group-proof" version of frostbite. Highly original stuff.

I somewhat like the addition of this talent. I believe it could be better, but frost mages will finally be able to benefit from shatter on boss fights. Since bosses are immune to being frozen, shatter was a pointless talent if you were planning on pve'ing as a frost mage.

This ability has been changed:
"Fingers of Frost (Tier 8 ) now treats all Frost spells cast on the target as if they were frozen, however the duration has been changed to 4 seconds. (Previously duration was 10 seconds, and only worked on the first 2 frost spells)"

I found that If you're raiding, or just in a 5-man instance, it's better to just use frostbolt for damage rather than ice lance. This talent is awesome against bosses who can't be frozen (thus wasting your shatter talent).

This is currently working a little strangely with imp blizzard on live. It has a chance to proc every time blizzard hits an enemy, so if you are hitting 10 mobs it has 10 chances to proc
per wave
. Also it expends a charge every time blizz hits a target, but since all ticks hit simultaneously the entire wave gets the effect.
What this means is that if you have shatter and you are hitting enough enemies blizzard pretty much gets a passive +50% crit chance. On my lvl 48 mage with no crit gear blizzard has crit 54% of the time, as opposed to the 5% I have in my paper doll.
I don't know if this is working as intended, but since clearcasting is a similar talent, and that only has one chance per spell to proc I wouldn't be surprised if this was changed.

The effect can have 3 charges if the 2nd spell has a cast time greater than the GCD and you follow it immediately with an instant, for example, Frostbolt > Frostbolt > Ice Lance.

Fingers of Frost currently procs if and only if Frostbite procs. The tooltip reads as though it should proc independently of Frostbite as long as there is a chill effect. A ticket with a GM has confirmed that they are aware of this issue. Still not fixed as of 2/10.
But suppose I were to counterspell a target while Fingers of Frost was up. Would it consume a charge?

As a level 60 twink frost mage in dire need of talent points...
Because Finger of Frost only procs with frost bite, it seems to have only marginal utility (ie deep freezing a nearby enemy healer). Thus, these two points will be going elsewhere.

I am currently specced both FB and FoF and I haven't had a single FoF proc without a FB proccing with it, it seems quite odd to me since the tooltip says that it procs on chill effects, not necessarily on FB procs.
Correct me if I'm wrong. :)

This talent is great,but the thing I noticed is almost every time that I get fingers of frost , frost bite would actually freeze my target.I'm not saying it's bad but just weird that this happens.I don't know if this makes the crit. chance higher since it treats the target like its frozen and it is frozen,I doubt it.

I was trying to find a way to put this into a calulator to determine Fingers of Frost benefit for total DPS. I don't think this is perfect, but here's what I came up with.
Assuming you cast Frost Bolt 100 times 15 would proc Fingers of Frost. The 15 proc casts would not benefit, but the following 2 would. So that's 30 FB out of 100 that would treat the target as Frozen and grant +50% Crit with the Shatter talent.
So, to put into the calculator we get =sum(30%*50%) which equals 16%. So in summary this Talent will add 16% to the crit strike of your Frost Bolt.....if all you did was spam Frost Bolt.
However, this is entirely dependant on your rotation. If you're going to assume that you will only cast Ice Lance Following a FOF Proc then your math will be different. I will say that in testing and on my spread sheet the total dps of using x2 Frost Bolt or x2 Ice Lance are almost the same. Using the X4 multiplyer Glyph for Ice Lance will increase the damage output fromusing Ice Lance with FOF by an obvious 25% (actually slightly less since Frost Bolt does about 1% more damage on average than an X3 Ice Lance when used with FOF).
*Note that the same math would also apply to FFB and Blizzard, but Blizzard doesn't work this way in practice because the FOF proc seems to be instantly consumed. Casting Blizzard seems to count as one chill effect capable of procing FOF while each hit (rather than 1sec tick) seems capable of consuming it.

i would like to know if when FoF is up , Torment the Weak apply ( if the target isnt slowed by any means , like a paladin under hand of freedom )
Cause i know that TtW apply if the target is snared or slowed , but i dont know if "frozen" count as snared or slowed :o as well.

Okay, correct me if I'm wrong but what I seem to hear from reading everyone's comments is that Fingers of Frost always shares the same chance roll as Frostbite does, correct? Then what if you put 3 points into Fingers of Frost and only 1 point into Frostbite. When FoF procs will FB activate all the time as well? Please respond.

Even though they indeed share one RNG roll, it doesn't change the fact, that one might have lower proc chance due to talents. The proc chances are independent of each other.
Example:
(let's say only rolls less or equal to proc chance will trigger the proc)
FoF 1/2; Frostbite 3/3 - Let's say roll will be 10. 10 is under Frostbite proc chance but not under FoF proc chance = only Frostbite will trigger.
FoF 2/2; Frostbite 2/3 - Let's say roll will be 11. 11 is under FoF proc chance but not under Frostbite proc chance = only FoF will trigger.
FoF 1/2; Frostbite 2/3 - Let's say roll will be 1. 1 is under both FoF and Frostbite proc chance = both will trigger.

: It has come to my attention that these mechanics only apply if you are 0/3 frostbite. 3/3 frostbite apparently causes FoF to activate on spell cast, rather than strike. I am uncertain as to the effect it will have on the rest of the analysis.
After some personal testing with Fingers of Frost, I think I've got some details on the mechanics of this strange spell. First, some glossary action:
Activation
refers to the player gaining the buff in question.
Triggering
refers to a spell the player has cast being affected by the properties of the buff.
Deactivation
refers to the buff fading from the player.
Striking
refers to when a projectile hits its target, including hitscan (instant travel) projectiles.
Launching
or "casting" in some places refers to when the spell leaves your hands, and is now en route to its target.
The Proc:
Fingers of Frost has a 15% percent chance to activate at max rank
whenever a spell you cast applies a chill effect.
This means:
For every target your Improved Blizzard/Cone of Cold hits and for every tick of Blizzard, the FoF proc is rolled for. I'm not 100% certain about this, but it would certainly explain the significantly increased procs you see whenever you are channeling blizzard on a pack of mobs. There may or may not be diminishing returns on a large pack; it is difficult to test because of latency issues.
The 3.3 patch notes say the following: This talent now triggers immediately on casting a spell rather than being delayed until the spell strikes the target. Based on my testing, "triggers" refer to the bonus being applied, NOT the talent triggering. Fingers of Frost never appears until after my frostbolt lands on the target, and even then it is slightly delayed - possibly a delay between impact and the chill effect. More on this below.
If you are chaining frostbolts back to back, and you see FoF proc, it is not worth it to cancel your currently channeled Frostbolt, from a stationary DPS standpoint. However, there are some neat tricks you can do with it.
The Buff
The buff is called "Fingers of Frost".
While FoF is active,
whenever a spell launches or a channeled tick passes, it
triggers
FoF. This means the spell checks for damage/crit/legality modifiers (i.e.,Ice Lance, Shatter, Deep Freeze)
at that moment
as though the target were Frozen, and retains those properties until it strikes the target, when the damage/effects are dealt.
The rules for the buff
terminating
are as follows:
When FoF is activated, a hidden charge counter is created that begins at 2. When this counter reaches 0, FoF is deactivated.
If FoF procs while FoF is already up, the counter is reset to zero.
Whenever a target is
struck
by your offensive spells that have
triggered
gaining the FoF buff, the counter decreases by 1.
Implications
Because FoF is activated and deactivated as a factor of spell
strikes
, but the bonus is triggered upon spell
launch
, you can squeeze more than two triggers out of the proc. This leads to what is known as the
ghost charge
. This will be detailed below. The ghost charge is thus not an effect of latency, but rather
travel time of slow projectiles.
Case Study 1: The "Ghost Charge" and Ice Lance/Deep Freeze
Say you're chaining Frostbolts back to back. Because you're standing at 30 yards right now, while you begin the next Frostbolt, your current Frostbolt is on its way to the target. It strikes the target, and, lucky you, FoF activates!
However, you're already casting a frostbolt, and because you don't want to waste time, this frostbolt is going to leave your hands and eat up a charge when it strikes the target. Thus, you effectively have one charge left to change it up.
Because you're clever, you decide to cast another Frostbolt, but you follow it up quickly with Deep Freeze. What happens?
Fingers of Frost activates while Frostbolt #1 is queued.
Queued Frostbolt #1 leaves your hands.
You begin casting Frostbolt #2.
Frostbolt #1 connects, reducing your charges to 1.
Frostbolt #2 leaves your hands,
triggering the bonus from Fingers of Frost, but does not deplete a charge.
You cast Deep Freeze!
Deep Freeze instantly strikes the target for phat damage, and reduces your charges to 0.
Fingers of Frost deactivates, but
Frostbolt #2's damage has already been calculated, so
Frostbolt #2 strikes your target for FoF-buffed crit chance.
Your nub tank can't hold threat, you pull the boss, and you die before you remember to Ice Block.
In this example, both Frostbolts
and
the Deep Freeze benefit from FoF. This is the ghost charge effect that is frequently spoken of. Substituting Ice Lance for Deep Freeze behaves the same way, no matter the order which FB#2 and IL strike the target, since when both left your hands, FoF was still up!
Case study 2: Blizzard and Cone of Cold.
Blizzard and Cone of Cold have two interesting properties due to the behavior of FoF:
First, the more targets they strike, the higher chance you have of a FoF proc. This chance per wave is, in theory, (1 - (0.85)^n), where n is the number of mobs you have targeted.
Secondly, because of the behavior of multi-target spells, when FoF is active, FoF is triggered for
every single target in range.
In addition, when each of the projectiles (Blizzard shards, or the hitscan CoC projectiles) strikes its target, they
each deplete a charge independently.
Watch what happens when you are channeling Blizzard on two or more mobs (here I assume the shards travel faster than the waves tick, but it works similarly either way):
You begin channeling Blizzard. First wave of shards is launched, en route to their targets.
First wave strikes, and FoF
activates
. None of these shards trigger the FoF bonus, because they were launched while FoF was inactive. You now have 2 charges left on FoF.
Second wave of shards is launched.
Every single shard
triggers the FoF bonus, but as usual, each shard rolls for Shatter crits independently (at the boosted rate).
Each shard in the second wave then strikes its respective target. Because all of these shards triggered the FoF bonus, when they strike they each independently reduce the charges by 1, ultimately reducing our charges to 0 and deactivating FoF before the third wave. This means that, so long as we are striking two or more targets, FoF is depleted and
deactivated
by the time the entire second wave strikes. However, the
entire
second wave benefits from FoF because every individual shard triggered the FoF bonus.
You were unlucky, FoF didn't activate, and you launch your third wave of shards without triggering a FoF bonus.
Cone of Cold behaves similarly. If you have Fingers of Frost active, and you cast Cone of Cold striking more than 2 mobs, every mob suffers a FoF-triggered Cone of Cold hit, but your Fingers of Frost buff is completely depleted and deactivated.

While I can see this procs at the sametime as Frostbite on my mage, can anyone confirm if this in fact rolls twices to proc frostbite/FoF.
IE if you frostbolt a target. It rolls once for Frostbite (15%) and if that misses it rolls for FoF (15%). So you effectively get a 30% chance to proc the Frostbite/FoF buffs.

I noticed that this does proc nicely, HOWEVER maybe its just my bad luck, but I rarely get a crit while its active. Maybe 5% of the time I get a crit, rather than 50%.

If you use frost nova while having a fingers of frost proc you will use 1 charge per mob you hit :( so if you hit 2 targets with frost nova you will use all the charges

Just a little interesting fact.
i was training my melee up for 10-15mins today to do the Venomhide quest and i had Ice Armour on me.
When Ice Armour procs the "Frostbite" effect freezing an enemy in place, it also seems to have a 100% chance to proc Fingers of Frost. everytime FoF pop'd i clicked it off and every time (aprox 30secs apart, could be more) the armour froze the Hyena in place FoF pop'd aswell.
so having Ice Armour on in a add heavy fight might be beneficial. not sure how much though lol. as you would have to drop molten.
EDIT: was leveling unarmed while writing this. it has just proc'd both within a 10second window and Frostbite and FoF both proc'd each time.

I have noticed this as well.
I have also noticed that Frostbite and Fingers of Frost procs ovewrite each other. For a quick example, in other words, if I cast Ice Lance on a Frostbitten target while I have FoF up, both FoF and Frostbite will be consumed upon casting that single Ice Lance. It essentially reduces the overall effectiveness of both of these talents in conjuction with eachother, simply because they aren't aware of each other's existence.
It's also a bit strange that Frostbite and FoF will proc with each other, almost every time. It makes me question the purpose of having talents in Frostbite at all, since it Freezes only one particular target for a very short period of time, whereas FoF will let
you
choose your frozen target, while having two procs and a longer duration.

Your all forgetting the true nature of this spell. It Procs a buff on you, which has two charges and makes any target seem to be frozen to you. Blizzard also has a chance to proc this, which means constant procs which in turn effects the entire group your trying to bring down, those who are frozen or not. Normally, with Frostbite, your 50% extra crit from shatter will only go towards the frozen one. This will go towards anyone for 2 charges. This also enables you to use Deep Freeze on bosses instead of spamming FrostBolt before level 66. Overall it's a great crit machine which enables you to get extra crits on masses, bosses, or if you use it creatively, on mobs not frostbitten. :)
