Saw this fellow in the Undercity.

Level 63 undead elite. Skeleton-type.

When killed, gives 10 Argent Dawn rep.

Also has an ability that stuns you and increases damage taken for 5 seconds.

This guy just spawned in the Dwarven Disctrict of Stormwind. Guards killed him before anyone else had a chance to.

I'm certain that they always come to UC from the tunnels that you can use as an alternate way into the city, the opening being near the local Scarlet Crusade outpost. Hence, they probably spawn from a fixed spot, I'm guessing the big summoning circle outside of UC might be the source, but it's just a speculation. However, they might also spawn just after the first 2 guards inside the tunnels, on the way inside from Tirisfal. But I'm certain they come from the tunnel and into the city, possibly running in different directions once they exit the tunnel. Expect to see 7 or 8 of them, but they are YELLOW mobs, and will NOT attack you unless provoked, thou the guards attack them regardless. Also, I've found them good for skilling up my unarmed or alternate weapons, since they have high hp and if you're lower lvl then they are, not much chance for them to attack you... yet, that did happen once - because the guard was stunned and I just happened to hit it, I (lvl3 priest) died.
Small note: when a skeleton dies, he releases a Blast Wave effect, but no dmg, just the daze effect (but since they are yellow, not too important... unless you aggro the hole lot :P ).

Furthermore, be on the lookout for a bigger mob with them - "Pallid Horror" (lvl60 elite). He's the one that yells when he enters the city, and on various other occasions. Also, he drops something that begins a quest, but can be picked up by anyone near the corpse, you don't need to have attacked him - just let the guards do the work if he's too big for you :) . It's not lvl specific, so you can do it on a lvl1 alt if you wish so - however, the item rewards are lvl55, and you need lvl50 to use them (eyther one of: a +100 to spellpower against undead elixir for 1h, or a melee boost drink of sorts - I only looked at the spell power one, sry :P)... but don't think you'll get rich by NPCing them - they sell for 40copper each and are soulbound :( ; also, the xp reward is lvl-specific/scalable. But hey, at least you get more quests done. :) Oh, and for the turn-in, ther's a new NPC orc in front of the entrence to UC, inside the courtyard, after the bridge. He also gives you other quests, first being killing the new mobs outside UC, wich are lvl6... well, that's the only one I know of actually. But I guess more at higher lvl's.

PS: new mob in the courtyard of UC, or right next to any exit/entrence from it - "Infected Commoner", wich are zombies that will turn you into a zombie in 2min's if you get hit. They are however just lvl10, but very annoying. Seen 2 of them so far, one next to the other, wandering about. Just... be carefull when entering/exiting UC on low lvl char's... you might not make it out/in alive. (On a sidenote, it's scary to get ganked by 6 lvl65 UC guardians simultaneously when you're a lvl3 zombie. Just stand on the altar in the moddle, and screanshot what happens next. :)) )

PPS: Found a bug with the zombie transformation, perhaps just from the "Infected Commoner" type - I lost all of my skillbar's binds, as in the skill bar you normally put in your skills (actually, all 5 skillbars... but not the secondary one I have enabled on top of that), this after a zombie infected me and I died via the UC guardians, as stated above. So be carefull, even as a higher lvl player - 2 minutes to get to UC and get a healer to cure you, might be too little time, if you get infected (especially with no mount, or if you don't know where the Argent Dawn healer is - she's very near the mailbox - now you know).

They appear randomly all over the main cities - usually a yell is made just when the attack beginns...

apparently they are as not rare as you say, I saw my first in UC attacking random NPCs. moments later I killed it

Undercity Guardian yells: "Scourge in Sewers! We need help!"

so i decided to check it out, and what i saw, was like 4-8 of those attacking Undercity Guardians

Saw him in SW, decided to kill him for the heck of it (59 Enhancement shaman.) Not really difficult, he has a ton of health and a slightly annoying stun, all you really have to do is make sure you keep your mana up and heal early.

Have seen a bunch of these today in UC, Sense Undead makes them show up as golden circles as opposed to red with gold trim or green with gold trim since they're supposedly neutral but they do attack without provocation on human players and guards too but they leave non-guard npcs alone.

Also had one drop "A Smudged Document" which starts a quest to bring it to LHC

just saw this guy right by the sw:bank getting owned by guards. confused me 'cause i had just logged in on one of my bank chars. he killed the human commoner by the fountain and got then got pwned. lol

Hmm this guy was walking near the tram in sw.... killed him and he droped a few silver. He had loke 20k hp

I just killed a level 55 elite Flameshocker in UC. It was attacking a guard, and had already killed another one. I have a feeling that it is because of the necropolis, I dig the random world events like this.

Yea i think so, there was one killing ppl in SW, near the mage tower! A lvl 57 mage was killing it when i got there!

lvl 14 night elf hunter, i just got out of deep tram and saw it in the dwarven district, it was neutral, shot at it ran, chased me until, one of the guards with names attacked, watched em duke it out, stormwind won

They're part of the Scourge Invasion world event for 1.11, I doubt they'll be a permanant feature.

While runnin around SW for tradeskills I found 7 of these guys and Patchwork Terror running around. It was nuts. They killed Officer Brady and another Officer, 9 guards, and from what I say 4 players. They all were killed when they wandered into SW Keep and the Royal Guards and the one 63 BattleMaster dude guy ganged up and wailed on em.

These spawn during the Scourge Invasion Event. I camped the UC waiting for Pallid Horror to spawn and saw one of these guys pop about every 15 minutes. They were often announced by William Montague saying something about them arriving. I found some up by one of the paths to the elevator fighting an abomination, and a couple of times I found them under the west stairs to the bank, opposite the cockroach vendor. Then a bunch came (4-5ish) with the Pallad Horror that spawned at noon server time (in sync with the 15 minute interval of the single Flameshocker spawns).

Man this event is utter garbage. "Invasion"? oh look, one small elite undead spawns every five minutes and gets whacked in 10 seconds.
