March 28 Hotfixes, Undocumented Changes in 7.2 Including Mobs Scaling with Item Level
Patch 7.2 is live on US realms and there are multiple changes that were not documented in the patch notes. Check out the

Mobs Scaling with Item Level
Players on the
WoW Forums
and
Reddit
have noticed that mobs appear to be scaling up based on player item level in 7.2.
If this is intended, it would be a change of opinion from what was stated in the
Legion Developer Q&A
from September 2016:
Q: Do World Quests scale with item level, or will they just become trivially easier for greater rewards?
A: Once you're max level, the world isn't scaling with your gear. There would be problems if we tried to do that - what do you do with a fresh 110 and a raid-geared 110 fighting the same mob in the same place? We could some kind of scaling I guess, like leveling, to normalize it? But I think that would go too far in undermining the core sense of power progression that is part of an MMO. The stuff that was challenging for you in Suramar, that was challenging when you first hit 110 in greens...when you come back in Mythic dungeon gear, you should crush them a bit. The intent is that the content is is something you outgear, outpower eventually.
That said, that's why we add new content.

November 3rd Hotfixes: Hidden Artifact Changes, Suramar World Quests, Karazhan Fixes
Blizzard has posted hotfixes for November 3rd. Some notable ones include changes to acquiring hidden artifact appearances, new world quests that should start appearing, and fixes for Karazhan.
Hidden Artifact appearances that drop off World Bosses should now be guaranteed on a kill.
Some unintentionally hidden
World Quests
in
Suramar
have been re-activated, including
World Quests
that are new to patch 7.1.
Players who may have missed the final turn-in to Khadgar inside of the
Return to Karazhan
dungeon are now able to turn in “
Fragments of the Past
” and “
Return to Karazhan: In the Eye of the Beholder
” to Khadgar outside of
Karazhan
.
"In the Eye of the Beholder" and "The Tower of Power" should no longer fail to give players credit when defeating the final boss.
(REQUIRES RESTARTS) When returning to a partially-cleared
Karazhan
, the bosses and associated minions that had previously been defeated by the party leader should now properly be absent, and other players with different boss lockouts should be able to join without issue.

5.4.2 PTR: Cross-Realm Account-Bound Mail and Karazhan Restoration, Student Art Contest
Cross-Realm Account-Bound Mail
In the latest 5.4.2 PTR build, we are testing the new ability to mail account-bound items to other characters on your account that may be on different servers. Notably, this should allow you to move heirlooms between servers, in advance of our planned Warlords changes that will make them fully account-wide.
Sending this sort of mail should work like any cross-server communication: You send the item to "Playername-Servername" and it should otherwise work like regular mail. Note that you can only send account-bound items, and not other items or gold.
Example: I have a character, Thrall, on the Benedictus server. I want to send my heirloom mace to my alt, Durotan, on the Lycanthoth server. I'd log in as Thrall, and attach the mace to a mail addressed to "Durotan-Lycanthoth" and hit send.
We'd appreciate any feedback or bug reports on this new feature so that we can address any issues prior to the release of 5.4.2. But even without direct feedback, just logging into PTR and mailing account-bound items across servers should give us useful data to help confirm that the feature is working as intended. Thanks!
