Making actual meaningful content that holds player interest would be a good start.Making about 2 hours of content and spreading it out over 3 to 4 weeks isn't exactly the pinnacle of great game play, nor does it really make me wanna login for my daily 6 minute chore and log out till tomorrow.At some point I hope Blizzard and other players realize, the game in its current state is like a part time job with very little fun involved. I find more fun in farming older content for collectibles than I do taking part in the games current state of content. And this is a sentiment I see repeated by many other players outside and inside my sphere of contact.And honestly, the worst part of it all is it seems like Blizzard genuinely does not care. Every time they talk to us, or come out to quell fires, it's always the same arrogant attitude of "We know whats right, you don't, so just deal with it" mentality. And that doesn't seem to be exclusive to WoW. Seems recently every time you turn around Blizzard has been involved in some sorta Anti-Consumer fiasco.To sum it up, in my personal opinion in its current state, BFA just feels like a filler expansion similar to WoD, something a skeleton team put together over the course of half of year while the main development team has been slaving away at the next big Legion style expansion.
I think that the problem with BfA is that it's water-downed version of Legion; instead of building upon a few good things about Legion, they overhauled it or made it too simple that it no longer gives interests to players. My example is the mission board. In Legion, I found it quite amusing to see all the followers actually voice-over when selected. But do I see something like that in BfA? No, just click click sound. Even the troops I recruited, it's worse in BfA; why are they randomly recruited? It was never like that in Legion. Not to mention the rewards, it's all worse than Legion! This is better explained in Preach's recent video.There's a feeling that 8.0 was rushed to be released, without its major features fully implemented. 8.1 is simply a band-aid to the bleeding sub. I just can hope that 8.1.5 or 8.2 can amend other major issues in the game, but I also cannot get rid of the feeling that Blizz simply doesn't see how we (gamers) perceive the game at the moment. Simply put, they really don't wanna admit they are "sometimes" wrong.T&E can be all positive. Heelsvsbabyface can be all negative. It's up to them, and it's their opinions. I just hope the WoW devs see all of the responses WoW community is giving them, instead of cherrypicking positive sides and neglect negativity.

Azerite and Island Expeditions are two of the worse systems Blizzard has introduced ever. Therefore, the patch is going to be rubbish in my humble opinion.

To expand on what you said,Azurite (yes I misspell it on purpose. I refuse to grant it the respect of proper spelling) was supposed to only replace tier sets according to Ion. However in practice it is expected to replace FOUR (4!) systemsTier sets. I am ok with the removal of tier sets and having this be an alternative to it. Tier sets would often crimp a player as to what they wanted and forced them to deciding on breaking a set or lowering their ilvl. Artifacts. Azurite is in no way a replacement here. The traits don't do even a quarter of what the full artifact did. Hell if you removed the major traits from the artifact and left it with the smaller ones only I don't think Azurite would stack up here, not to mention the on use effect most artifacts had that became a core component of many classes. Legendaries. Ok this is getting absurd. Legendary effects were incredibly powerful and many had interactions that would combo with each other for very powerful effects. Azurite has no hope to repalce thisNetherlight. The fourth system and if it was replacing this alone it might just be equalAs it is, Azurite and the heart of Azeroth are inadequate to replace the complex and fun systems in Legion. Instead we get BFA with a grind doing things we don't like (Island Expeditions and War Fronts) and yelling at blizzard this sucks.Heck even the dungeons aren't great. Temple and Shrine are two of the worst dungeons I have played in a long LONG time. I have close to an 800 io score but I all but refuse to do these two because they are just not fun.
