Does this list take into account the ilvl buffs to gear and how it impacts the power of specs that scale way better than others? Because the ArP trinket and enhanced ilvl on a lot of good pieces suggests to me that combat rogue will aaabsolutely be better than assassination by the end of the tier, and for the rest of the expansion onward.

To put Unholy in B tier is a joke, that spec is dead.
Retribution paladin on rank D is complete and utter BS. They provide improved AP buff with only 2 talent points (as opposed to the 5 required by fury warriors), mana regen, lay on hands, BoP, salvation, freedom and emergency off-healing. A life-saving LoH can be worth way more than stacking warlocks.Also, rank C: "This spec should only be brought in a competitive Phase 2 roster if there is no other way to obtain a mandatory raid buff that it provides within the constraints of your raid team." And yet you list as C-tier the only 2 specs capable of bringing the 5% melee/ranged crit. This contradicts your statement, as there should be at least a B-tier class that can bring that buff to warrant putting either feral or fury down there, because 5% melee/ranged crit IS a vital buff to the raid, despite your obvious bias towards casters.Finally, it seems the only difference between S-tier and A-tier is heavy stacking, which is an absurd concept for the vast majority of guilds that don't have the luxury of benching hordes of warriors, feral cats and ret pallys just to bring 7 warlocks which are never gonna get decked in full BiS before ICC releases. Stop promoting this degenerate way of playing the game.
