Im pretty sure the elements are permanently attached to the Old Gods. They will always be bound together. So it makes sense a primal incarnate would also be attached to the Old Gods. I think that the Old Gods planned there defeats to gain something. Possibly to merge into one nasty old god? I feel theres a theme of combining types of powers to gain the ultimate power. We saw this many times already with the chromatic dragon experiments, the creation of the Dragon Soul, the Titans combining power to suck up Sargeras, and most relevantly, Galakrond eating dragons to gain there power. I wonder if each Old God could only control 1 element and something many people forget is the 5th element, Spirit. I wonder if by combining them it would create the Spirit element and could explain why Galakrond had necromantic powers. I think theres gonna be something around Spirit and its roll in the other elements as well as the Old Gods ultimate plans
