No, outdoors only. They state "outside" and "in Kul'tiras and Zan'dalar on the recipe in the body of the post.Interestingly enough, one of them specifies Kul/Zan but the others don't. Wonder if that's just a missed point on the tooltip.

World PVP is the only place where it can be useful imo, unless someone just finished leveling and is dying to few mobs. Let's see how effective it will be.

In PVE this can only be used outside and unless you are a fresh 120 you probably decimate mobs and can solo the elite ones already, so little use unless they let us use it in 8.2 zones. It seems like there are conflicting tool tips because one says Kul Tiras/Zandalar while others just specify outdoors, so hopefully its the later and we can use in new zones.In WPVP we'll see if it gives any kind of advantage, I'm curious if it re-spawns afters its death (after the player flies, hearths or some other way) or player death, because if not it'll be a pretty expensive "summon" that will be targeted for grief.
This is awesome, but I'll not be using this on my perfect holy priest (she is the only inscription I have :( )

I am so tempted, so SO tempted, to have my Engineering Warlock respec to Inscription, and one of my other toons (maybe the Jewelcrafting Demon Hunter or the Inscribing Druid) respec to Engineering because that is SO Warlockish. It's something to think about...
