I disagree. I think it is referring to Jeff Dunham's Spark of Insanity, and his puppet, Walter, and his famous line "We have the technology!". (Look at the name of the quest giver: Walt).

Edit: If you haven't heared about the reference I'm talking about downrate is not the answer.

If you do Nifflevar last you can use the harpoon gun to land right in Valguard (providing you've done that quest already) - then get a griffin back to the quest giver. Saves a lot of time

Seems to be a random humanoid drop. Got mine by the fire in the middle.

After you get the items for this quest and the We Can Rebuild It quests, chances may be that you will not have a flight path back to Valgarde. If you have completed the harpoon quests (you should have, by now)then head back to the harpoon. Use the lever to shoot your back there. :) This is why the npc says to keep the harpoon controller when you completed them all. That item is in the key ring of your character. Have a safe flight!
