Classified as "Weekly Raid", I'm guessing these become available with the last wing of Icecrown Citadel.

2 each with the same name, which points at different versions for 10 and 25 man, Securing the Ramparts even has 4 versions, apparently Horde/Alliance specific if you read the quest text.
Except Respite for a Tormented Soul, they seem to be given at Light's Hammer, the Ashen Verdict's beachhead at the raid entrance.

They're debuffs you get. One is from Festergut and one is from Rotface. For Festergut you just have to do the fight normally. For Rotface you need to take one tick of slime spray. In addition it's raid wide credit. Meaning if someone doesn't get both debuffs they will get it completed when someone in your raid turns it in.

The Festergut Orange debuff occurs when doing the fight normally.

The Rotface Green debuff occurs when being damaged by 1 tick of Slime Spray.

Talking to the NPC gives quest credit to the entire raid; only one person needs both debuffs. This talk also cleans both debuffs from anyone in the instance.

If you are unable to kill the bosses within 30 minutes of each other, you're out of luck.

Additionally, if you have people sitting as ready replacements (i.e. 30 people for a 25-man), you can give them quest credit as follows:

1) Have everyone pick up the quest, in shifts, BEFORE either boss is engaged. Quest cannot be acquired once the bosses are dead.
2) Kill the bosses and keep track of two people who each possess both debuffs.
3) Have one of the doubly-debuffed people zone out.
4) Turn in the quest
5) Substitute sitters into the raid, including the doubly-debuffed person who zoned out
6) Turn in the quest for the other half of the raid.

EDIT: After maintenance on 2/9/10, this strategy has been hotfixed. Zoning out or voluntarily logging out will remove the debuffs. Some people in my raid were, unreliably, able to induce disconnects from addons and keep the debuff.

In the raid I did tonight we got the first orange debuff from Festergut and then went to down Rotface for his green debuff.

Unfortunately we wiped, which removes the debuffs, but one of our quick thinking hunters Feign Death and they kept both debuffs.

So we all went back to the quest giver she talked to the alchemist and we all got credit for it. Neat little trick i thought for 5 frost emblems

Because we had a few people that haven't made it that far into Icc 10.

Divine Shield removed the debuff, so I would assume Divine Intevention definitely would.

Just a tip: Pull Stinky and Precious BEFORE doing Rotface and Festergut, Stinky can be pretty annoying at times :)

This may be a dumb question, but is it possible to do this quest without actually killing either boss? That is, could you engage Festergut, then have a hunter feign death while the raid wipes, and then go and engage Rotface, have the hunter stand in the slime spray, and then have her feign death again while the raid wipes?

the quest giver is there as soon as you get to the upper spire before the trash pulls.

it is possible to do this without killing either boss. we didit in 25man tonight. we took a tank, a healer, mage and rouge. let the mage and rouge try to get the debuff and then invis or vanish. Then the tank and healer run back and they go for the 2nd boss. the rest of the raid just waited at the quest giver and killed the little slimes as they appeared, and spread out for Festergut so they didnt vomit on one another

To complete this quest, 1 on your raid members must survive and kill the second boss within 30 minutes of killing the first (whether you start with Festergut or Rotface isn't relevant).

It may also be possible to achieve this by using feint tactics like vanish or feign death, so as to acquire both debuffs. Either way only one member of the raid needs both debuffs for all to complete.

My guild did this today without killing either Rotface nor Festergut.

The raid was ending and we noticed the quest, as we highly doubted we could one shot both Rotface and Festergut on 25 man, we decided to try and make use of game mechanics. So we tried Festergut, and we wiped, but noticed a mage had used invisibility and survived, WITH the debuff. So we thought, "If he gets both debuffs does that count for us all?" We then moved to rotface, and with me (A Paladin Healer) a Deathknight Tank and the Mage we began to engage him while the rest of the raid waited outside his room, our aim to get the second debuff on the mage and then get him out of combat so he would have them both, and survive. I beaconed the tank and spam healed the mage, as soon as Rotface vomited on the mage and he gained the debuff, i Divine Intervention'ed the tank and the mage went invisible, thus ending combat. The mage then had both buffs, and to our supprise, upon him handing in the quest, it completed it for all the other 24 people in the raid. 5 Free Emblems of frosts ftw? :)

I can confirm that Divine Intervension WILL remove the debuff from your target. Iceblocking will also remove the debuff .

Note for EU players: it seems this icc weekly quests resets monday to tuesday , just like weekly raid quests and WG quests. They reset when US raids locks reset. So if u do it on tuesday, u won't get another one after reset, unless u wait with raid till next tuesday.

The ICC 25 PUG I was leading yesterday got this quest and followed the instructions here - we had anyone that could survive through wiping / ending combat (night elves, mages, etc) do so and confirmed that only one person needed to survive with both debuffs. We did not defeat either boss and ran back to the quest giver once we had a person with both debuffs, they talked to her first and then we were all able to hand in the quest and get out 5 Frost. This was really great for us since our pug had a few people drop after the first wing and we weren't going to be able to finish either 2nd wing boss off, but still ended up with extra frost!

It seems this has been hotfixed.
Invis/Vanish/Feign Death remove the debuff.

Tha'ts a lie, just did this by Vanishing and still got the debuffs.

Wish had fraps running to prove my point.

This is fairly easy. On Festergut it seems easy just start the fight like usual but wait till the spores are up and get hit by it and stay away from the boss till everyone dies Vanish, FD or Invis (depending on class). On Rotface seems a bit easier, just wait till he does Slime Spray, get hit and just get away do not attack so you don't get any aggro till the end (when everyone dies) then again Vanish, FD, or Invis.

Once having both debuffs ( just requires 1 member of the raid to complete ) wait till everyone returns to the Upper Spire then talk to NPC and let her do the sampling and ta-da your done and you made your guild happier w/ you by giving them x5 Frost Badges and maybe a chance on BoE.

Confirmed, Vanish, Feign Death and Invisibility don't remove it. Also, Cloak of Shadows does not remove the debuff, so feel free to use it rogues

Could ppl in the group get banned for useing the /hide trick ?
Since the quest doesnt say you have to actually kill them.. Just get the debuff..

As a warlock, I was able to get the orange and green blight strains by placing a Demonic Circle just behind the entry gate, and teleporting once I had the respective blight.

When Festergut or Rotface starts running to you (assuming YOU have aggro lead), they will despawn after passing through the gate. My group did Rotface second, and I kept running all the way to the questgiver in order to avoid dying to Little Oozes.

Does this still work, Where you have the tank + healer on boss then everybody else go to quest lady or somewhere else besides in the bosses room, then people get the debuff even though they aren't close to boss?
