The barren cords were correct, but it's exact location is in the bunker. Go in the right side and down the first set of staires. It's on the table right there!

From the room with General Twinbraid, if you're on the stairs in front of him, facing up the stairs, you'll go through the door on your right. Book's on a table in that room.
