Created by enchanters. They get a Weapon Vellum III from an inscriptionist, then place the enchant on the vellum, creating a scroll on it. You use the scroll to place the enchant on your item, allowing enchants to be sold on the Auction House.

The mats for this particular enchant are as follows:

6 Infinite Dust
6 Greater Cosmic Essence
1 Dream Shard

The Weapon Vellum III mats are as follows:

3 Ink of the Sea
2 Resilient Parchment
