Decreases all damage taken by 5%.

Fate Rune of Primal Energy

Regain 1% of your total mana any time that you deal a critical with a spell.

Fate Rune of Unsurpassed Vigor

Heal 2% of your total health any time that you deal a critical hit with a melee or ranged weapon.

All of the Fate Runes effects stack.
All of the Fate Runes have a 30 minute duration.
Fate runes are attained via Vrykul Bones. These drop off any Vrykul mob and have a 100% drop rate.

Surprisingly, this stacks with paladins' Pursuit of Justice (and I assume other movement speed effects that claim not to stack).

It also increases flight form's speed to 230% when skimming the ground, but not when flying.

This rune doesn't add at all to flying speed, so it's use is kinda limited around here. Best use your bones on something else.

It does indeed stack with Unholy Presence and On a Pale Horse.

Clocked in at +92% on a normal flying mount, and +32% run speed according to Carbonite Quest.

This does stack with boot speed enchants, surprisingly, to 124.2% runspeed.

This also stacks with Zandalar +20% runspeed elixirs, to 138% runspeed. Swiftness of Zanza

This macro will show you how fast the target is moving in a percent if you don't believe it stacks. (100% is standard player run speed) Or you could use a mod, of course.

Does this rune work if the player is in a vehicle? (I.e. Argent Tournament mounts)

I know for a fact that the Fate Rune of Baneful Intent does work whilst in a vehicle, but have not tested this one.

This also stacks with Hunters' Aspect of the Cheetah and Aspect of the Pack. But even better, it makes them sprint! When you combine the rune and one of those aspects they start using a different sprinting animation, much like DKs do when in Ebon Hold.

I stepped into a normal 5man ToC and it doesn't work in there. Told me i need to be in icecrown. As of Aug, 15 2009
GM reply: That is because you are inside of an instance server that does not count as Icecrown. I do apologize about that, it's simply a matter of zoning.

I think this rune is stackable with mount speed, but I am not sure. Can someone tell me if I am right or not? :)
