Yeah pretty nice neck, stats are legit and with a green/blue Wrath gem you can push the spell power on that up to like 48 (https://www.cuckhead.com/wotlk/item=39998).

27 Stamina, 29 Intellect, 24 haste rating, and 48 spell power? Sounds legit too me. Also the stats will work for healers too so this nice Wrath Blue is a boon to every caster hitting outlands.

Fixed:

switching depends on whether 6 int and 2 stamina is more important to you than 18 resilience, 2 haste rating and 1 spellpower.

And I'd definately agree that the guardian pendant is better, even for PvE.

PS: Cornbreader, I see what you're try to say but the Runed Scarlet Ruby is worth about 150g. Considering that this is not a lvl 80 item I don't think anyone would want to socket that gem. A good alternative if you want +SP is (https://www.cuckhead.com/wotlk/item=39911) which gives only 5 less SP while costing only about 12g. Though there are even cheaper gems that are just as good as that one, its not hard to find green-quality Wrath gems in the AH for 5g or less ^^

A good fit for a Perfect Runed Bloodstone, and never was there a more satisfying quest completion in the game.
