As anyone who has taken up Inscription is aware, Darkmoon decks are now craftable by players. Creating the Rogue's Deck requires the creation of Mysterious Tarot cards. This inscription recipe is trainable at 110 inscription. As user "Reia" points out in the Mysterious Tarot comments:

270 xp and 25 rep with Darkmoon Faire at level 10.

Complete the deck, right-click it to do the quest, hand it in to the summoned Darkmoon Faire member (does not require the Darkmoon Faire to be in town) and complete the quest to receive this item (or the Darkmoon Robe or Darkmoon Vest).

Note that all three are BoP and will not be re-sellable on the AH.

If you twink lvl 10 like i do... Pay attention to the critical strike rating. @ lvl 10 every single point in crit gives a 1.855% increase in your crit chance, so this shirt in the "soldier" form is worth a stunning 5.565% crit chance... if you have the slayer's band for another 3.71%, that brings you up to a 9.275% bonus just of crit rated items.

Add that to the basic crit that any toon gets at lvl 10 of around 6% and stre/agil bonuses from equipment that should bring in another 10% for NON-BoA toons, suddenly you got a lvl 10 hitting every 4th swing for a critical.

To a warrior or pally at lvl 10 this shirt is almost Godly.
