This weapon is called "Staff of the Purposeful Mendicant".

hmm i dont think so they might change the stats before the expansion comes but as an interesting fact if you mouse over the + 199 spellpower it also says it has 375 +healing also this means that it has 40 less + healing than the Ethereum Life-Staff

This staff doesn't look like it should be a spell dpsing staff at all... looks like a druid staff without a doubt.

As an affliction warlock, I took this one over the alternative staff with hit on it https://www.cuckhead.com/wotlk/item=38239. As a leveling stick, hit really isn't needed unless you're trying to grind your levels in an area that is much too high a level for you or want to instance grind your ways to 80. The extra spirit that this staff provides gives my spell power a bit of a boost to help me kill mobs faster.

If your looking for a weapon with more SP and don't care about haste and/or don't need the stam, i suggest https://www.cuckhead.com/wotlk/item=35570, with an offhand such as https://www.cuckhead.com/wotlk/item=35598, and for shammies who picked this up since they did the quest early and couldn't find anything better yet, add https://www.cuckhead.com/wotlk/item=37747 or https://www.cuckhead.com/wotlk/item=41117 to go with the dagger.

There are three quest chains and one quest you have to complete before you get the quest Hellscream's Champion which rewards the axe

* Starting with The defense of Warsong Hold, get it from from High Overlord Saurfang in Warsong Hold, and ending with
step:6 Tank ain't Gonna Fix Itself

* Starting with Untold Thruths, get it from the Shadowstalker Barthus 43,55 and hen go to the quy laying on the ground who is surrounded by a green cloud, outside
Warsong Hold in the Quarry area- coordinates 40,52, and ending with step 7: Foolish Endeavors

* Starting with The Wondrous Bloodspore, get it from Bloodmage Laurith at the Bloodspore Plains in the Borean Tundra
-coordinates 53,53, and ending with step:6 Trophies of Gammoth

* Do the 3 quests rom Mobu 32,54 - Superstrong Metal Plates!, Mobu's Pneumatic Tank Transjigamarig and Tanks alot...

* Then do the quest The plains of Nassam offered by the guy standing next to Mobu - Gorge the Corpsegrinder. Turn this quest in to Hellscream and he should now offer you the quest Hellscream's Champion.

ALLIANCE

Alliance have to do a four step quest chain starting with Finding the Phylactery in Thassarian and ending with
quest Last Rites which will give the same rewards as Horde.
