Ok i spent about an hour and a half collecting the 5 cards from the "Citizen of New Avalon" npcs outside of the town hall in the Death Knight storyline quests...

then i trained inscription so that i could see what the deck makes.

Just as the other decks, it creates the "Rogues Deck" only it is an uncommon item, starts a quest called "Darkmoon Rogues Deck" text is as follows:

Return the Rogues Deck to a Mysterious Gypsy.

Description:
Now that you have gathered all of the Rogue cards together into a deck, another card mysteriously appears with the same backing as the rest. On this card is inscribed, "Property of the Darkmoon Faire. Return and be rewarded." You have heard that this faire alternately stops at Mulgore and Goldshire every few months, so you will have to wait untill they are here next.

But if you don't feel like waiting, you can find gypsies in most city taverns willing to accept the cards.

Rewards
you will be able to choose one of these rewards:
Darkmoon Robe ~ level 10 cloth chest 34 armor <random enchantment>
Darkmoon Vest ~ level 10 leather chest 78 armor <random enchantment>
Darkmoon Chain Shirt ~ level 10 mail chest 168 armor <random enchantment>
