Be careful if you use this on Dar'Khan the effect will pull lots of agro.

I tried to use the sword against him, but it had not different effect, only a lower damage than my current sword(I'm a Blood Elf Hunter).
Do I need to do anything different to release the sword's power?

It's for a particular mob, Dar'Khan Drathir, which is elite. So it's not that imba, in fact, it's a must to use this against him.

Do you need to equip it to use it against him, or can you just target him and click on the sword, using it as an item?

when burning crusade first came out you could use this blade on anything and I did this quest on all of my people as soon as possible it made leveling pretty easy saying that it killed anything within 5 secs WOOT

The "funny" reason is that this is horde quest, so only hordes can do it and as you said you are an alliancce player so horde npc's will agro you.

the sunwell blade is a piece of garbage ! I fought Dar'khan Drathir at 20, 21, 22,23 the Sunwell blades was utterly useless
