As of the version of Beta that this was posted during (3.0.2.8926), the talent reads as follows:
Your next 10
Plague Strike
s and
Scourge Strike
s lower the cooldown of
Raise Dead
by (15/30) sec and
Army of the Dead
by (30/60) sec per strike.
This is just a very long-winded way of saying the following:
Whenever you use
Plague Strike
or
Scourge Strike
, the remaining cooldown of
both
Raise Dead
and
Army of the Dead
are reduced by (15/30) and (30/60) seconds respectively.
The "next 10"
IS NOT CURRENTLY IMPLEMENTED!
I have tested this with
Raise Dead
, and with 1/2 points spent, reductions were reliably viewed at 12 and 13
Plague Strike
s (Higher numbers are somewhat hard to test, as the cumulative reduction of the talent, the refresh rate of runes, and mitigated attacks (Dodge/Parry/Miss/DivineIntervention/SpaceHamster) are high enough to refresh the cooldown even at 1/2 points). Whether this functionality is broken/NYI or was dropped and a legacy tooltip is left is unknown. As such, I have included tidbits about the 10 charges for the sake of completeness:
In the case of
Raise Dead
, is almost pointless due to the fact that 10x30=300 seconds, and the cooldown of
Raise Dead
is 300 seconds. However, this only holds true if two points are added, otherwise, the cooldown reduction will only accumulate to half of the total.
In the case of
Army of the Dead
, the cooldown reduction is reduced to (5/10) minutes. This cuts the down by either 1/4th or 1/2, and it is nothing to be sneezed at.
Note: I have yet to test this talent with
Army of the Dead
, as I am not level 80, so I could be wrong, and the above bullet may still hold true, but I find that to be unlikely. I will update this when I obtain more information.
All of this combines with (most notably)
Ravenous Dead
and
Master of Ghouls
helps to turn your ghouls into quite the fighting force.

In reference to using Death Coil as a heal, keep in mind that your summoned Ghoul is considered undead. Basically, you're a shockadin now as you can damage your enemy or toss a heal (mend pet anyone?) on your Ghoul to keep it up.
On a side note, are Forsaken players considered undead for the purpose of Death Coil heal?

I got on BG without this talent as unholy and my word is - dont try battlegruoungs without 1 point ivested! you will be runnig without your ghoul most of the time.

While this may at first not seem terribly useful if you have permanent ghouls with
Master of Ghouls
, you can in fact use
Corpse Explosion
while targeting a live ghoul of yours, causing it to cast the immensely powerful but shorter range
Explode
(the one available to you if you die and become a ghoul). This takes into account the health bonus from
Ravenous Dead
as well, increasing the damage by 60%.
Thus by raising ghouls and sending them into the fray, you can cast rather frequent more-powerful corpse explosions with Night of the Dead. On my character at level 58 in the starting deathknight gear and the talents mentioned above, exploding your own ghouls deals about 1200 aoe Shadow damage. And if you know you're about to die, you can corpse explode your ghoul, and then when you come back as a ghoul explode yourself as well, quickly dealing 2500 damage to everyone near you (minus resistances).
Also, the explode damage can crit for 200%.
The best part about this is that it directly scales with the stamina on pvp gear.
If I got the syntax right, this macro will make your Corpse Explosion automatically target your ghoul if you have one out, causing your ghoul to use the more powerful version of Corpse Explosion:
/target pet
/cast Corpse Explosion
/targetlasttarget
Obviously you'd want to order your ghoul to move into an advantageous position first, possibly by ordering the ghoul to
Gnaw
a target to keep it stunned for the
Explode
. This macro works from the early testing I did, although the syntax might be capable of being simplified or might have hidden problems I'm unaware of in certain situations.

You can only reduce
Army of the Deads
cooldown by a maximum of 10 minutes, after that additional plague strikes will have no effect.

After a night of Thaddius and Sapphiron (mostly Thaddius, with massive lag) with this talent, I must say that this one of the most fun talents you can pick up if you expect people to die somewhat frequently.
In a normal two rune rotation for Unholy, you'll either have 1 PS and 4 SS, or 5 SSs if you get a glyph proc. This effectively gives Raise Dead a roughly 40 second cooldown. I used this macro (this is off the top of my head, might be a bit off).

If I was mousing over the raid frame of someone who died, it would rez them with no hassle. If I wasn't mousing over someone dead (corpse or raid frame), I would summon a ghoul.
Even if you have pro guildies who don't die left and right, this is still an excellent talent considering how much our ghoul does, and how much its survivability sucks.

The main reason to get this, is instancing and PvP. The ghoul is not ressed alongside with you in bgs, not even with Master of Ghouls. - Very bad considering it's a talent that you invest in to get more dps and control.
During instances, both raid, heroic and even normal, your ghoul will die. A regular run costs me loads of gold because of it's poor survivability. And then I just use it as dps, I don't pull with it, I don't use it for aggro because I know it will only survival 3-5hits in normal, probably oneshotted in hc.
It dies from AoE, I sometimes asks the healer to try and keep it up but honestly, that takes to much mana off them because every single instance, almost every single encounter in wrath deals some sort of AoE, and the trash isn't much better.
It's survivability is going to be highly increased in 3.0.8, it will recieve some sort of AoE avoidance.
- Can just hope it gets the ressability or atleast make Master of Ghouls cause Raise Dead not to consume Corpse Dust or make Corpse Dust lootable, to be something inline with Soul Shards.
P.S. I don't mind the cost of corpsedust btw, Ive got shadow of death so during a real wipe, I will explode to avoid repaircosts, still, as tanking, I have a moderate repaircost.

What seems like a useless 1 or even 2 points spent in this talent will change the way you look at raiding forever.
Tanks about to die? No problem, thanks to YOUR Night of the Dead you can now summon Army of the Dead and have it ready to go again in 10 minutes!
Honestly. I thought this was a pointless talent at first but after trying it...I think I'm in love. This means I won't have to save my army for the last boss anymore, i can use it on every single boss encounter during heroics/raids. (Tank btw so woo...) :D

The 3.3 change to this talent has effectively rendered Ghoul Frenzy a lot less useful than it used to be. The +25% attackspeed cannot hold up against getting another Scourge Strike off from the runes, and the healing is just not necessary anymore. In PvE.
In PvP the pet is now very vulnerable, so even with Ghould Frenzy it probably cannot stay alive unless you use Huddle effectively to disencourage someone from attacking it.
