The final effect of +healing effects is based on the cast time of the spell, or the duration of the spell's effect.
Cast Time Effects:
(Origional Cast Time/3.5) * (bonus healing) = final effect
HOTs (heal over time effects):
(spell duration/15) * (bonus healing) = final effect
Note: for HOTs the final effect is spread evenly across all ticks. Druid HOTs last 12s and Priest's last 15s so druids get 80% effect and priests get 100% healing effect on their hots.
Also, for those who think that +healing has less of an effect on a 1.5 second cast spell than a 3.5 second cast spell you are incorrect. That is, not factoring in any talents that lower cast times of your spells. Lets compare a 1.5s heal and a 3s heal with +100 healing effect
(1.5/3.5) = 0.428 * 100 = 42.8 healing bonus per 1.5s
(3/3.5) = 0.857 * 100 = 85.7 healing bonus per 3s
If you cast the 1.5s heal 2 times you get an effective 85.7 bonus healing, same as the 3s heal.

After doing a significant amount of calculations of both druid and priest healing, I found that +healing only outweighs intellect bonuses once your mana pool has become very large (around 7000+)
If you only use your lowest ranks of heals you can benefit from +healing gear over intellect sooner, but overall you will not gain as much as +intellect can give you.
The reasoning behind this is pretty simple. Until you have a large mana pool, you cannot cast nearly as many heals. The more heals you can cast, the more time the +healing effect benefits your healing.
For anyone out there that is a "Math" person, you can boil the whole thing down to average healing per point of mana. The intellect formula is additive in the sense that more intellect just adds to the total number. However the +healing formula is multiplicative and so every bit of +healing multiplies your total possible healing. Thus, as your total mana pool gets higher, those +healing effects become a much larger contributer to total possible healing.

Ok i did some numbers on this one, assuming the calculation above is correct =)
Mind that crits are not taken into the calculations
also note that these enchants is for the wepps belove lvl 35.
My base numbers are taken from priest Flash heal rank 1
125 mana cost
202-247 base healing
Now, lets say we have 2000 mana. That gives us a possible 16 heals, and that leaves us with 3232 - 3952 ammount healed with an avrage of 3592. Witch makes about 1,8 heal per point of mana.
Now, with this +55 healing. The new numbers will be 3608 - 4328 healed over the 16 heals, and you get an avrage 3968 healed, witch is only about 2 heal per mana.
Then i compeared it with the enchant +22 Intel.
I got 15 mana per point, witch gives me +330 mana.
we can then afford 2 more heals (with enugh mana to half a heal). That gives us 404-494 more healing to play with. We now have 3636-4356 with an avrage of 3996 healed. The heal per point of mana is now 1.7 witch isnt that much of a diference from what we had.
So, even tho +healing gives you a better heal per mana point ratio, the end ammount healed is about the same. But the intel gives you slightly more total ammount healed.
These calculations does only apply if we are spam casting heal and have no mana regeneration.
So what you then have to choose between is if you want more burst healing, + healing, or the abiliety to last a little longer before you go out of mana. The difrence is not too big but its kept small and simple, at higer levels with higer heals it will be more of a difrence =)

in pvp i never worried much about mana.. cuz in 19 pvp.. they autotarget the healer.. mana isnt an issue.. its getting the heals off that is.. when you can heal someone who'd just mow down the competition.. its easy.. so when you pvp.. take a friend.. at least 1 person will watch your back and everyone loves a good healer

Lower-level spells recieve a fraction of the bonus from healing and damage coefficients. I'm not sure what the exact level is (40, maybe?) but anything below that level recieves less benefit than a level 60 or 70 spell

agree,and luckily I got this recipe 2 months ago when I soloed mc.The mats of this enchant is dramatically cheap than 30 sp.And as the only one who sells this enchant in my server,it really made me lots of money.
There is no enchant required for you to get this recipe,although it is a bop one.I learned enchant after I got this recipe.
okay,when I said that I soloed mc,it was serious,not a bluffing.As a lvl 80 protection paladin with naxx 10 gears,I soloed every boss in mc except for the third one,because of the healing reduction curse debuff.The seals for solo is seal of light or seal of wisdom,which depends on the single boss you face.
I'm not native speaker,and I apologize for the poor expression.
The First one,Lucifron,nothing complicated,just a normal fight,dispel the magic debuff.Seal of Light.
The second,Magmadar,also a easy one,seal of wisdom,it takes about 20 minutes to finish it.
The third one,Gehennas,impossible for anyone to solo,maybe feral druid has a chance.I brought a rogue with me one time and a death knight another time.Keep the aggro and survive for 3 minutes without healing,he is a dead one.
The fourth,Garr,since it can be soloed by a lvl 70 protection paladin or warrior,I think lvl 80 will be much easier.
The sixth,Baron Geddon,a little difficult.I put it here because it should be killed before the fifth one.Some fire resistance is required,you can buy 4 pieces lvl 70 fire resistance gear from shattrath city with a total number 100 badge of justice.With these 4 gears and fire resistance aura,you can have 330 FR now.If you can get even more fire resistance,that's good.If you can't ,330 is enough.The tunnel after Garr is perfect for the fight with Geddon,in which you can find a place to avoid the falling damage.This combat lasts about 40 minutes.The strategy is keep seal of wisdom and judgement of wisdom within the entire combat.Find the place to avoid the falling damage,heal yourself when you are below 50%health.Only use shield of righteousness and judgement of wisdom.Divine plea will also help you a lot,which must be used carefully.
The fifth one,Shazzrah.I hate this guy.He casts a buff which reduce magic damage taken by 50%.Unfortunately,all of protection paladin 's abilities cause holy damage which are considered as magic damage.I killed this guy with normal attack and without any special attack.Keep seal of wisdom and judgement of wisdom,heal yourself when you are below 70%health.It took me about 25 minutes to finish it.
The seventh,Golemagg the Incinerator,easy fight,which took me 10 minutes.
The eighth,Sulfuron Harbinger.This guy has 4 Flamewaker Priests with him.The strategy is simple.Let the priests deplete their mana,and just normal fight.
So that's all,if you can find another guy to kill the 3rd one,which is just what I did,you can get the 9th,Majordomo Executus.Also a easy flight.
Ragnaros,I killed it with 2 persons,a death knight and me.Find the place at which the falling damage can be dramatically reduced.Retribution tree better for this battle.

I'm not sure what the relevance is of these calculations of heals per point of mana. Who cares about that? The point of spell power is to make sure you delivery hefty volumes of heals in short order - i.e., before your target dies. So heals per second is the only stat that matters here. Not to mention, a larger mana pool only takes longer to replenish. A smaller pool that delivers as much healing in shorter time is far more desirable.

I have two weapons, The Hammer of Grace and Argent Crusader. I put this enchant on the hammer and +22 int on the staff. The +healing is good for runs where you can frequently stop to drink, but for long encounters I think most people would want a larger mana pool. I run Molten Core with the hammer, but switch to the staff for Golemagg and Ragnaros. Onyxia and Azuregos I also do with the staff.

I've done some extensive mathematics on this. Using pally heals flash and holy light, taking into consideration multiple variables (average heal, 5000 mana pool, no healing gear, healing gear on, etc etc etc). What i've found is this:
If you were casting nothing but holy light's with a base pool of 5000 mana, +int would win by a few hundred extra health healed. With a base pool of 5000 and nothing but flash heals, +healing wins, however, when taken into account having other +healing gear, my flash heal doens't heal the average 363 but closer to 410, in this case, +int has a drastic advantage over +healing.
There is a serious flaw with my testing though, it doesn't take into account mana regen and potions. I estimate that I get an additional 480/mana for mana regen eqp, and an additional 1500 mana (average) for potting during a fight. That adds quite a few heals with which the +healing gear clearly dominates over the +int.
Remember, +int only helps you at the beginning of a fight and after you drink, in a long fight where you don't get to drink but are regenning mana from BoW, or potting, +healing helps you with every heal.Also, pallies get free crit heals and if you are spamming flash heals you are going to be saving a lot of mana there as well.
All in all, long boss fights +healing looks to be superior, pvp I would say +int because by the time you can regen you are dead or killed the guy and will want to drink.
You must also weigh in cost. Up to a one minute fight the enchants are almost identical. The +22 int is a hell of a lot cheaper then +healing (at least on my server where righteous orbs go for 90g). I think if you have the money and a really good weapon, +healing is the way to go. PVP and us broke bastards, +int is a really good enchant as well.

Nice int calculations however you must take into account +22 intell improves crit rate for spells
Any who basically healing enchant is for healers, spell power enchant is for casters, and +22 intell is for both. If you're like me, chamy spec elementary but with a healing stuff and a different casting stuff, then u'll want 2 weapons, one with each enchant. Btw for healers there is a +37 to healing spells left hand orb in DM north. So its smarter if you're healer to get this enchant on 1H weapons, except if you're weapon adds to heal on it own. Don't forget the +24 heal enchant to bracers as well. I have a +400 healing gear and about 20% critrate. I heal 1200 with the 1.5sec heal.

It takes 100 int to increase spell crit by 1%, therefore for your +22 int you get the dazzling bonus of .22%. Crit rate comes primarily from gear and talents.
Also, in my experience, crit heals help very little because you usually end up overhealing. The dudes conslusion seems right to me.

Well...chasing nothing but +heal gear I have gotten my pally to an avg flash heal of 760....YES 760....for 140 mana......so do the math......thats....5.42 hp per mp spent.....
Fully raid buffed......i have roughly 5k mana......5.42 x 5 = 27100.....without any crits....using onyl flash heals....i get a free crit every other minute for roughly 3400 and its free....well costs 75 mana...AND all other crit heals are free.....with new pally points....and a turkey drood around....you can punch that crit rate to a nice 8% without gear.....+healing is most deffinately wirth it in the case of a pally......mine rocks the hammer of grace with this.....i believe 86 overall + to heals......totally worth it......2 free spells.....or +86 to all of em? hrmmm.......The trick to using + healing gear it to have a veritble F*ckton of it:)

I know a few others that do this as well:
You start the battle with a staff with massive int (pre-MC content would mean Trindle Staff). Enchant it with +22 int. After about 1/3 of your mana is used up, swap to a mana regen dagger (pre-MC would be Lorespinner amongst others) or other mana 1 hand weapon and equip a good +healing offhand. Enchant the 1 hand with +healing power.
In regards to spell crits -- I don't know about paladins, but priests and druids should never rely on heal crits. From blue posts on the WoW forums, crits add even more threat than the base daamge/heal itself (e.g., if 1 point of damage equals 1 point of threat, a 2 point spell crt may equal 3 points of threat).

When I tank I use a shield and fast hitting hammer. I always judge light in this situation. If my judgement of light heal procs will get a bonus of +55 every proc this is an awesome enchant. I have a fast 2.1 sec 39.5dps hammer that I use Seal of Crusader on that increases my attack speed by 40% reducing my attack speed to 1.26s if this will give me an additional +55 healing every swing/heal proc this is worth it, please let me know.

I got +730healing for instances. PVP with 390 to 484+healing by pvp i mean AB AV WSG and yes even duels. As long as you can out heal the DMG you can take down anything. I just /played i got 90days 0hours and 10minutes on me pally. 63days 23hours this level and here is what i have learned. PVP wear all plate and keep your health above 4000, 4500 is better. PVE NOTHING MATTERS EXCEPT +HEALING. As a pally use this formula (+healing)+Intellect=How gooda gear you got. The only argument ill accept here is off tanking and if you have to spam cleanse for some reason you might need different gear. Also +mana every 5sec gear is nice but thats for another post. THATS IT. One point of +healing is equal to one point of intellect. As a pally there is your formula... now go! AND YES PVE that means some CLOTH GREENS are better then what u got right now... on the AH 5gold buyout... go get em, trust me.
By my formula i score a 730+224=954 unbuffed (not even self buff)
1 more thing... look into rank 1 flash heal... god-like with +healing... NOTHING can compete with that.

i have all the mats for this enchant, and enchanters on my server are asking 30-40g for it. is this right? seems alittle steep for something that doesnt have a cool down, or something they dont have to supply mats for. sure i am willing to tip a bit, but 35g? wow...

spells 3secs+ get full effect of +healing, this include those who spec for .5sec cast reduction

To work out what effect +healing has on your ticks, just divide the +healing by 5.
For this enchant, it will do 55/5 = 11 per tick. Rejuv ticks four times, so you'll get 44 extra, Renew ticks 5 times, so yes, you get the
full 55
.
My druid has 401 +healing, which translates to about 80 extra per tick (297 total from memory)

My primary reason for loading up on the + to healing gear is not to raise my top end healing. Instead it is to use lower end healing spells, and receive roughly the same results as the more mana intensive higher levels of healing (FoL 5 ect...) this allows my mana regen to do more for me. I can spam the FoL at a steady pace, and lwr my concerns of running out of mana. I think we all know how usefull a pally w/o mana is.....
