As someone living near China, I am not surprised.
I don't see a problem here, you can use any addons manager in English, im Else Brazilian and I see everything here and there in English, the descriptions of the addons and everything else is in English, it all seems kind of stupid.

Not language barier is main problem but The Great Firewall. You don't get much from translated UI if application can't reach sources of addons.

The "<1% population in mainland China speaking English" statement is completely false. While English is not a main language in China, it is a core subject in Chinese education. Many Chinese (or I should say, most Chinese living in cities) in mainland's English language level is at a manageable level that is sufficient to know English. If you say the population of Chinese in mainland that can speak English as fluent as native English speakers, it might be <1%.The major reason for Chinese not using addons from twitch or anything similar is just because most people feel weird to have 2 language appearing at the same time in their UIs (except any communication thing). And I believe this applies to a lot of people around the world. As for 桃樂豆, I believe it will revert its changes really soon because if it don't, most of their customers will get pissed off and never use that site. And this will definitely be unfavorable to the site.
