As someone who wasn't currently subbed, I was able to get the free week. Seems likely that it's a promotion for trying to get people to sub for WoD, Blizz just hadn't announced it formally yet.
This World of Warcraft license is not eligible for this promotion. EU as well ,on EU Url.
I would guess that if you've ever claimed free time like this, you won't be eligible. Not including refer a friend and the like...but someone mentioned this type of promotion has been available before.I had no problem claiming my free time. US account, have been playing since Cata pre-patch, have WoD digital deluxe applied on my account, have had an active subscription for my entire WoW life. But, who knows what the eligibility is...it could be "people who have been active a certain amount" or "people who didn't log in during X time" or any number of things.By the way, for those concerned about it saying Pending, the free time will say pending until your current time runs out. It just means that you have free time waiting to activate. I currently have two RAF free months and this labeled as pending, which won't start activating until March, after which my paid subscription will start back up in May.

Didn't work for me or brother. "This World of Warcraft license is not eligible for this promotion." We're on EU. It's sad for me a bit, it's a lot of stuff to do. :(
As far as I can see, this promotion doesn't work for people who used scroll of resurrection. It's weird and unfair.
Did not work for me and hubby,We both have WoD collectors and still have gametime. but it did work for our 3th and frozen account that had not been used for months.
