While each of the Shaman covenant specific legendaries up to this point had felt underwhelming for Elemental, much of that was due to the strength of current legendaries and there were at least potential scenarios where we could see use in the future, due to moderate buffs or potential synergy later in the expansion if we get the ability to use 2 legendaries at once. Sadly, none of this is true (outside of potentially buffing the numbers to absurd levels) for the new Kyrian Shaman Legendary,

This legendary requires that you utilize 3 GCDs for non-dps spells while
Totem carillonneur
is active, as it requires that
all
charges be used. In a best case single-target scenario, where you lose ~2.25

s in exchange for this pulse, it's a dps loss (213.75% SP lost vs 200% SP gained) before you even begin to account for the
Maelström
lost or accounting for our Mastery which does not benefit
Totem carillonneur
. In a best cast AoE scenario, where you'd lose ~2.25

s instead for that pulse, it's a little more forgiving before you account for
Maelström
or Mastery procs lost (142.875% SP lost per target, vs 200% SP gained per target) but you lose far more

in AoE and that

is more valuable per point.
As it stands, without significant buffs to the numbers, this legendary looks to be a dps loss to use. Furthermore, it won't be able to compete with the powerful legendary options that Elemental already has, unless the numbers are buffed to relatively absurd levels. This legendary concept, while kind of cool and thematic to the covenant ability, has little-to-no avenue to seeing significant use on live servers. If we change covenants to Kyrian in 9.1, it is very unlikely that it'll have anything to do with

Unfortunately while Kyrian may be on the rise for Enhancement in 9.1 due to the new Soulbinds, this Legendary really isn't it, which is a shame considering the synergy this could have had with Mikanikos' new

trait, if it was interesting. The power itself requires you to trigger all 3 damage
AND
healing charges to detonate, and doing so is very expensive when not needed for utility/offhealing. On top of that, the detonation is lower value than the
Arme du Maelström
spenders you'd be displacing to get it to pop, meaning it effectively operates at a damage loss in most cases considering the GCD and resource investment needed.
All that combined means that while Kyrian is likely going to be a bit more enticing to Enhancement players come 9.1, this Legendary is going to play absolutely no part in that and I can't see any situation where it would be used right now. Given the other 3 Covenant Legendary choices have been pulled directly from Torghast, it's a real shame that the one ability that had potentially interesting powers that could
potentially
compete with some of the already
very
strong Enhancement powers in some niche circumstances dodged getting those, and got this instead.

seems pretty awkward to me. As clarification, the stated burst healing is per target and hits up to 6 targets, so its pretty much a bigger and stronger

that also does damage. To activate the burst you have to use all 3 healing charges and all 3 damage charges of
Totem carillonneur
, which means that there is some coordination involved. If you reactively place down
Totem carillonneur
and use up all the healing charges, you'll have to use 3 damage spells before the totem expires or you simply won't get any effect from the legendary. When there's incoming damage, you could place it early and get the damage out first, but that also means keeping track of how many spells you have used and likely having to relocate the totem as a long time will pass between placing
Totem carillonneur
down and the
Vortex du bourdon déchaîné
5 burst happens. While you should be trying to get damage out whenever possible, actually having to spend time on damage spells to get a healing benefit does not seem great. The main positive point is that it does both damage and healing, something that other available legendaries don't quite offer.
I think regardless of how the tuning ends up working out, the already existing legendaries are much less of a hassle, but it should do fine throughput if well executed.
