Best Arms Warrior Double Legendaries for Sepulcher of the First Ones

Arms Warriors have it very easy when it comes to double legendaries as there's really aren't a lot of options, that don't change regardless of covenant.
持久挥砍
is the go-to legendary for all single target and low-target cleave content, providing greatly increased uptime on
巨人打击
, which synergizes
extremely
well with the newly reworked tier set.
Unfortunately, this doesn't leave a whole lot of room for customization, as Enduring Blow is so strong that virtually all Arms Warriors in Sanctum of Domination used it over any other legendary (barring the few multitarget circumstances). although covenant legendaries are being added on top, there really aren't any particular synergies or coordination between them - their effects are almost entirely independent, especially since Colossus Smash is generally timed to align with covenant abilities in the first place. That said, Arms Warriors of all covenants should gain +5-6% when adding their covenant legendary on top of Enduring Blow (which should be prioritized over covenant legendaries until the ability to equip two is unlocked).
As far as combinations go, little has changed from Sanctum of Domination, as Night Fae continues to be very slightly ahead of Kyrian, while Venthyr is left behind since the
判罪
nerfs in Patch 9.1. Necrolord continues to be somewhere in the middle, technically strong when considering the group buff, but personally behind to a point where few Warriors would want to make the trade unless strictly required to.

For raid encounters that feature heavy AoE,

may be used in place of Enduring Blow, although this is usually overkill in raid encounters and mainly prioritized for parsing purposes. There are two main ways to use the legendary - combining

together in order to maximize cooldown procs in one sequence of burst damage, or desyncing the two in order to gamble on proccing an extra Bladestorm when targets are available more frequently than once every 1.5 minutes. As this is the only viable legendary for big burst or sustained multitarget damage, it's a rather automatic choice in situations which feature it.
Best Arms Warrior Double Legendaries for Mythic+

On the plus side, Signet has great synergy with the covenant legendaries, as they all generally make covenant ability player buffs or damage last longer. Because Signet is capable of chaining cooldowns, this allows Arms to stack multiple casts of

Fury Warriors have it very easy when it comes to double legendaries as there's really aren't a lot of options, that don't change regardless of covenant.
致死者
is the go-to legendary for all single target and low-target cleave content, providing a passive but fairly frequent damage increasing debuff which pairs quite nicely with the
tier set's Recklessness procs
. While they may not always overlap, the two combined give very good coverage on a moderate damage increase.
Unfortunately, Deathmaker is the default best simply because the majority of Fury legendaries are gimmicky if not outright undertuned, as evidenced by Fury Warriors in Sanctum of Domination prioritizing their covenant legendary over the original ones. With that covenant legendary becoming standardized as the de facto "second legendary," this leaves Fury with few options
other
than Deathmaker, though that isn't to say it's a bad one. In general, Fury Warriors of all covenants should gain +7-8% when adding Deathmaker on top of their covenant legendary (which should be prioritized over Deathmaker until the ability to equip two legendaries is unlocked).
As far as combinations go, Venthyr is technically the strongest, but reliant on sustainable
判罪
phases which aren't always feasible. The real up and comer in patch 9.2 is Necrolord, which synergizes
amazingly
well with the
new tier bonus
to the point that it is on par with Venthyr, while also providing a strong buff to three allies - though it too is subject to downtime, albeit somewhat more in your control rather than strict phases of boss health. Kyrian and Night Fae continue to be solid choices for players (or content) with a greater multitarget focus.

weeks, it has been frequently proven that a greater focus on AoE damage to clear trash packs quicker gains more time than increased single target damage (especially when considering the only moderate gain that Fury's single target legendary provides), making Signet an almost absolute choice.
On the plus side, Signet has great synergy with the covenant legendaries, as they all generally make covenant ability player buffs or damage last longer. Because Signet is capable of chaining cooldowns, this allows Fury to stack multiple casts of

Kyrian:

Kyrian has been the default Protection Warrior setup throughout Shadowlands because it’s simple and effective. It’s not always the strongest, but it usually is, and it’s always competitive in every situation.
Adding
极乐伟力
onto the base value of Kyrian Warrior’s kit is great. It doesn’t really offer much in raids except more damage, but that has been one of Protection Warrior’s biggest weaknesses throughout the expansion. The potential to tether adds for 8 seconds can be interesting on some bosses, but will probably be more useful in Mythic+.
Now for the downsides,
极乐伟力
does not synergize with the tier set in a meaningful way, it doesn’t provide Rage generation or any defensive benefit, and it doesn’t really have any rotational impact. It just gives you a bigger, longer damage window, but that’s about it. This is the safe choice and probably will remain the most popular setup, at least initially in Patch 9.2, but there is a rising contender: Necrolord.
Necrolord:

&

Necrolord has had a couple of interesting moments during PTR’s in Shadowlands, but it has remained a relatively unpopular pick that offers moderate group utility at the expense of personal damage. Up to this point, it has generally just not offered enough value to justify the sacrifice for most players, and it hasn’t really felt fun to play.

is a great Legendary, but having to sacrifice

for it is hard to justify. Now that wearing both is an option, Necrolord Protection Warrior is significantly improved. When

is combined with

and the Rage generation from the upcoming tier set, Protection Warrior goes from being able to generate roughly 10-12 Rage per second in Sanctum of Domination to 17-18 Rage per second in Sepulcher of the First Ones.
Maintaining 100% uptime on

with

requires 17.5 Rage per second, which means that Necrolord Protection Warrior wearing two Legendaries and full tier can usually maintain full uptime on
征服者战旗
.
Necrolord still has some weaknesses. If a boss forces you out of melee range for more than a few seconds, you will probably struggle to keep
征服者战旗
going permanently. Using
征服者战旗
doesn’t offer a large chunk of Rage like Kyrian or Night Fae, and it doesn’t directly deal big bursts of damage the way they do, either.
It adds a lot more Rage generation than any other Covenant, though, and that’s really important from both a defensive and offensive perspective. Your raid’s damage-dealers are going to love the damage gain they get from
征服者战旗
. It creates a much more intense playstyle than the standard Kyrian setup, which might be fun and new for a lot of players, but potentially overwhelming for others.
Tl;dr version:
Necrolord Warrior is extremely strong now. Is it the best? It looks that way in some cases, but it’s less forgiving than Kyrian. Time will tell.
Night Fae:

Night Fae is the third and final Covenant option for Protection Warriors in Sepulcher of the First Ones (Venthyr as Protection = No).

is functionally comparable to the Kyrian Warrior Legendary

.
自然之怒
technically adds a bit of Rage generation, but not much. Aside from that, both Legendaries basically just add more damage onto their respective Warrior Covenant ability, and they don’t really have a lot of synergy with the kit.
The reasons Night Fae deserves mention alongside Kyrian are simple:
They’re close in damage – Night Fae is slightly weaker, but not by all that much.

is exceptionally strong.
Gaining an extra mobility cooldown from
灵魂变形
is great. There aren't as many encounters in Sepulcher of the First Ones where it can be a lifesaver as there were in Sanctum of Domination, but every bit of utility is helpful. If there’s a situation where you need

, Night Fae is still a strong Covenant choice for Protection Warriors. Kyrian is usually more consistent for damage output, but it doesn’t offer quite as much utility.
What About
磐固壁垒
?
磐固壁垒
is still fine. It has been a step down in value compared to
复仇心切
for a while, and
复仇心切
is generally a little easier to use in Sepulcher of the First Ones than it was in Sanctum of Domination. In terms of overall value,
复仇心切
should still be the go-to.
磐固壁垒
can offer decent Rage generation and works well if you're feeling overwhelmed by
复仇心切
, but the design of the new tier set makes maximizing Rage generation very important.
磐固壁垒
is not the best Rage generation option, so it's simply not the best overall choice.
Best Protection Warrior Double Legendaries for Mythic+
Kyrian:
极乐伟力
&
复仇心切
Kyrian has been the default Protection Warrior setup throughout Shadowlands because it’s simple and effective. It’s not always the strongest, but it usually is, and it’s always competitive in every situation.
Kyrian Warrior is stronger in Mythic+ than raids due to the excellent value of Mikanikos’ end-tree trait

in pulls with 5+ adds (compared to single-target boss encounters). Adding

onto the base value of Kyrian Warrior’s kit is great. The added damage is extremely valuable, and being able to tether adds to a single spot for 8 seconds is extremely strong. Think about how good that is for locking down the adds in the opening pulls of Mists of Tirna Scithe or Necrotic Wake. Oh yeah. Nice.
Necrolord is a rising contender, at least potentially, but Kyrian remains incredibly consistent and should still be an excellent choice for Protection Warriors heading into Mythic+ Season 3 of Shadowlands.

Necrolord Protection Warrior has one main problem in Patch 9.2: Consistency. Mythic+ dungeons exacerbate this, both for good and bad.
All of the Rage generation numbers from the section on Necrolord Warriors in raids was based off the premise of tanking a single enemy. When tanking multiple enemies – as you do in Mythic+ – Rage generation is slightly higher and a lot more consistent.
In terms of personal value, being Necrolord in Mythic+ is very appealing. It's very fun and frantic in the best possible way. The constant Rage generation is outstanding for fueling your
复仇
and
无视苦痛
casts, a constant 400 Mastery buff adds about 18% more Critical Block chance, 6% more regular Block chance, and 12% more Attack Power. It’s pretty nice, and the synergy with the new tier set is amazing.
There are two main concerns. First, some dungeons have pathing that disrupts
征服者战旗
uptime, and there’s just nothing you can do about that. Even when you’re trying your hardest to chain-pull mobs, Theater of Pain, Plaguefall, and De Other Side all have large spaces where you’re simply going to be running through hallways, not in combat. There’s no way to maintain
征服者战旗
through those sections.
Second, and arguably more important: going Necrolord means you lose the burst damage (and burst threat) provided by being Kyrian. Given that Kyrian Protection Warriors already have threat issues in Mythic+, dropping a burst damage ability in place of a cooldown that grants your group even more damage could be problematic. You will probably need to construct your Mythic+ groups to account for your reduced burst damage, and include damage-dealers who can make effective use of the Mastery bonus from your
征服者战旗
(Havoc Demon Hunters need not apply!). This will add a lot more intricacy into group-planning and route-planning.
Necrolord Warrior is much better in Patch 9.2 than it has been thus far, and it’s appealing both on paper and in testing, but it’s also a lot more effort than simply running Kyrian. How popular opinion winds up being affected by Patch 9.2’s systems remains to be seen.
