When it comes just to leveling, fast specs will tend to be the most fun. In no particular order that'll be:
- Feral
- Fury
- Beast Master
- Survival
- Enhance
- Wind Walker
- Rogues are unique in that they are fun to level but those first 40 levels or so are incredibly rough. Each spec brings something a little different so if you're already a very good rogue you'll likely get the most out of swapping specs for the job at hand.
For pure speed the top three for me would be:
- Wind Walker (XP buff)
- Feral
- Fury
Wind Walker is pretty self explanatory and both it and Fury benefit from incredible damage (AoE and Cleave), strong self heals, and excellent mobility.
If not for the Monk's XP buff Feral would be the fastest by far just b/c of it's ability to slip into a zone, finish a quest, and zip out. Being able to fly while interacting w/ most quest items is amazing for leveling. Notable mentions are Destro and Frost DK. Both kill pretty fast and survive really well so even though their movement is garbage it's still fun to level.
As I'm sure comes as great shock, Healers and Casters (not Lock) are miserable to level solo. Priest are a slog pretty much the whole way through. If you can time Void Explosion you can get away w/ some huge AoE which helps kill things, but it's very limited. Once you hit ~114 your Azerite Armor starts scaling everything super high so you barely have enough survivability to get through 2 mobs so I ended up flipping to Discipline for some quest just to live.
Mage is actually pretty fun to level up to BfA. It's still very fun to gather a ton of mobs and AoE the crap out of them as Frost. Arcane is...meh. I had the most fun w/ Fire where you can 1-2 punch most mobs, especially when you get Phoenix. But like Priest, most casters just don't survive long enough and even in full looms basic mobs can present a real danger once you start getting Azerite.
Yea MM was a lot of fun, especially in low level zones when you one shot things...really feels like a big headshot. It's slower than BM and Surv just due to it's lack of cleave, but it is fun.

Also, chain queueing for random dungeons is leveling ezmode, especially as a healer for instant queues.
There's a few ways to do it. Gliders are usually good sellers before flight so being able to make a ton for super cheap is nice and Hexweave bags are still solid and take only about a day a week of any real grinding to make a ton.
I continued that trend into BfA.
