Got this at 78. Wasn't offered it earlier. Did some delves and a few side quests. Came back to turn in the Delve quest, and was offered this breadcrumb even before turning in the delve quest. Not sure what exactly triggered it to show.

For myself, Turning in the quest "Surface Bound" by going through the portal to Dornogal, then returning to the Widow, This quest was then unlocked, however it could just be the order in which things get turned in. I put off Surface Bound only because I would leave the zone and was trying to not do that until it had to be done. For sure Surface Bound is part of the pre-requisite/

I still haven't had this one pop up. I have done all the other quests in the zone, all dungeon and delve quests included, have flown around the zone looking for quests to pop up on minimap just in case it isnt showing on main map, not sure what to do at this point

Just sharing my experience. I was tricked by this quest somehow and was desperate like others here. Everything done on this map, yet no achievement. The key was a The Sorrowful Journey Home i had in questlog, i didn't even knew it came from this area! After completing it in Hallowfall (and the 1 second follow up quest), the achievement dinged!
Apparently this quest here is not even necessary? Atleast /run print(C_QuestLog.IsQuestFlaggedCompleted(82248)) says "false" for me! The next quest in list would be /run print(C_QuestLog.IsQuestFlaggedCompleted(81929)) and this one was true.
From this it looks like if you meet Faerin first in the north of Azj-Kahet, you dont need/get this intro quest where you will be sent to her. Maybe this helps someone else :)

This is the last part for story line All Good Things... which ends in Hallowfall with quest Remembrance for the Fallen

Have done all side quests in the zone and this is the only chain I'm missing. Nothing here has helped me. Will just bounce to an alt or main, because that's usualy how I've been getting these last "can't find last chain" completed.

Blizz needs to fix their game. This is seriously a problem this expansion with every single zone not being able to finish the sojorner on a single character. I've had to toon hop for ALL FOUR zones. Unreal.

Update - had to switch back to my main to proceed with this final chain. I was able to pick up the quest "Here's the Plan" after logging of my alt who did all the side quests available in the bug zone. When there was nothing left I switched over to my main Paladin and this single quest was available to me.

I believe you need to be 80. At least I did. Because I could see this quest on two level 80 characters, and not on my level 78 who was currently leveling.

This expansion is broken. This has happened in every zone for me.
